SUBJECT : Request for Waiver of Fees from Moorpark College BACKGROUND: Moorpark College is receiving a donation of a little over one-half acre of land from an adjacent property owner (Moreland Investment Company) for use for construction of a small observatory. The College was informed that in order to transfer title to the land it must file a parcel map and that the fee for processing a parcel map was $2,669.00. The College has requested that the fees be waived, as provided by Section 66428 of the Subdivision Map Act. (See attached) Upon further investigation of this matter, it has been determined that the issue can be resolved by their filing a lot line adjustment. Since the two properties are contiguous, the effect of the donation is to move the property line without creating any new parcels. A lot line adjustment can be accom- plished by staff and requires only the recording of a document describing the action. The fee for a lot line adjustment is only $250.00. The College has been informed of this development and Mr. Stanley Bowers, the Administrative Vice President and Chief Fiscal Office of the Moorpark College Foundation, has stated that, in view of the need for only a lot line adjustment and the $250.00 fee, there is no need for a waiver of fees.
