Wall , City Clerk DATE: November 13, 1987 SUBJECT: Resolutions Necessary for the Special Election to be held on February 23, 1988 On November 10, 1987 your Council took action to certify results of the Special Election held in Moorpark on November 3, 1987. Pursuant to Elections Code Section 27333, the Council is now required to call for an election to be held to fill the vacancy on the Council . This election is to be held not less than 88 days nor more than 103 days Artfollowing the call of the election. The first proposed resolution attached calls and gives notice of that election to be held on February 23, 1988. In conjunction with the calling of the Special Election on February 23, 1988, another proposed resolution has been prepared which asks the Ventura ' County Board of Supervisors to permit the County Clerk to render specific services to the City for that Special Election, and to canvass those election returns. The Request for Election Services (attached to the proposed resolution as Exhibit A) spells out each item of service the City is requesting. In essence, the County will be providing master sets of election forms; verifying signatures on the candidate' s nomination petitions; printing the candidates' statements and all necessary election forms; and providing all equipment, equipment set—up, and precinct workers necessary to carry out the election. It is staff' s recommendation that the City Clerk be directed to he present at the Election Center during election night to telephone results of the election back to the City as they become available. As a point of reference, our Special Election in June 198.6 cost the City $7,782; but was estimated to cost $6,500. Final cost of the November 87 election was not available. The candidate's statements are printed by the County, but are paid for by the candidates. Pursuant to Resolution No. 84-107, these statements may not be more than 200 words in length, and the printing costs would be $175 for each statement. Additionally, verification of the signatures on the nomination petitions is completed by the County at a rate of $.28 per signature checked. STAFF RECOMMENDATIONS: 1. Approve Resolution No. 87".4/A Calling and Giving Notice of the Holding of a Special Municipal Election to be Held on February 23, 1988. 2. Approve Resolution No. 87- s4 Requesting the Board of Supervisors of Ventura County Permit the County Clerk to Render Services and to Canvass the Returns for the Special Election to be Held on February 23, 1988; authorize the Mayor to execute the Request for Election Services on behalf of the City; and direct the City Clerk to be present at the Election Center on election night to telephone results to the City as they become available. 3.
