C. Consider a request from a citizen to consider the creation of a
"Land Bank" within the City of Moorpark. Staff Recommendation:
irect staff as deemed appropriate.
D. Consider the acceptance of off-street drainage improvements in
Tract 2865-3 (Pardee Construction). Staff Recommendation:
Direct staff as deemed appropriate.

Any member of the public may address the Council during the Public Comments
portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

11. DISCUSSIOWACTION ITEMS: (continued)
E. Consider the realignment of Tierra Rejada Road between Spring
Road and Moorpark Road south (Urban West Communities - West
Village Condition). Staff Recommendation: Direct staff as
deemed appropriate.
F. Consider making elevation adjustments to Tract No. 4338 (Urban
West Communities) to allow a lowering of elevations from the
approved tentative map. Staff Recommendation: Approve the
lowering of the elevations.
G. Consider the adoption of certain amendments to the Council's
Rules of Procedure relatinq to length of meetings. Staff
Recommendation: Adopt the modifications to the Rules of
Procedure until further action is taken by the Council.
H. Consider a report concerning costs associated with first class
mailings for the two assessment districts. Staff
Recommendation: Discontinue the practice of assessment
district mailings and direct the City Clerk to publish and post
assessment district notices.
I. Reconsideration of West Village tract conditions relating to
the Peach Hill Watercourse Plan, the West Meadows Park Plan,
and the three private recreation areas of Tracts 4340, 4341,
4342 and Residential Planned Development Nos. 1070, 1071 and
1072 (Urban West Communities). Staff Recommendation: Direct
staff as deemed appropriate.
J. Consider authorizing a bid for a proposed traffic signal at
Delfin Street and Campus Park Drive. Staff Recommendation:
Authorize the bid.
K. Consider a report concerning double line striping on Walnut
Canyon Road. Staff Recommendation: Direct staff as deemed
appropriate.
L. Consideration of the Request for Proposals for building and
safety, and city engineering services. Staff Recommendation:
Direct staff as deemed appropriate.
