WALL Chief of Police City Clerk MEMORANDUM TO: The Honorable City Council FROM: Community Services Department_,-^ DATE: September 14, 1988 \ SUBJECT: Moorpark Neighborhood Councils - Request Waiver of Building Fees BACKGROUND: Mr. Gregory Barker, representing the Moorpark Neighborhood Councils, is requesting a waiver of building fees for a candidates' forum. The proposed candidates' forum would be held at the Community Center on Tuesday, October 25, 1988, from 7: 30 p.m. to 10:00 p.m. If the forum is approved, Mr. Barker will be inviting four local newspapers, Channel 63 Oxnard, Ventura Cablevision and Mountain Meadows Cable to participate. Building rental and staff fees for their requested event would be: o Multi-purpose room - 5 hours or less $ 80.00 o One (1) additional staff person @ $10.00 per hour for three (3) hours $ 30.00 o Cleanup/security deposit (refundable) $ 50.00 Total fees required: $160.00 If the building fees were waived as requested, fees required would be: o Staff - two (2) @ $10. 00 each for 3 hours $ 60.00 o Cleanup/security deposit (refundable) $_50.00 Total fees required: $110.00 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 WAIVER. REQ/PRAGENDA The Honorable City Council Page -2- September 14, 1988 DISCUSSION: Staff contacted Mr. Lyle Richardson, Facilities & Buildings Superintendent at the Moorpark High School District Office, to see if fees were waived for use of their facilities. Mr. Richardson did inform staff, Mr. Barker requested use of their facilities for a candidates' forum in October of this year, and the fees were not waived for the requested use. Mr. Barker has since withdrawn his request. After discussing this issue with the City Manager, it was learned fees for past similar uses at the Community Center have been waived. Also, Cable TV can be requested to cover the event as part of the 288 hours of coverage for City meetings per our agreement. In addition, custodial staff will be on duty at our Community Center until 8:00 p.m. The Neighborhood Councils can assist with setup and tear down, except for the P.A. system, and would only be required to pay for one custodian from 8:00 p.m. to 10:30 p.m. RECOMMENDATION - PARKS & RECREATION COMMISSION: The Parks and Recreation Commission reviewed this item at their September 12, 1988, meeting. Commissioner Nainoa moved and Commissioner Arambula seconded to recommend to the City Council the request for waiver of building fees for a candidates' forum be denied and one official night for a candidates' forum be established that would be hosted by a nonprofit group such as the Moorpark Chamber of Commerce. Unanimously approved, 3-0. RECOMMENDATION - STAFF: 1. Waive building rental fees. 2. Require payment of staff fees for 2 1/2 hours, 8:00 to 10: 30 p.m. ($25.00) for event. 3. Neighborhood Councils agree to assist staff with setup and take down except for P.A. system, which will be done by City staff. 4. Direct staff to arrange Cable TV coverage as part of the 288 hours of coverage required per agreement. 5. Request Neighborhood Councils to contact other organizations, such as the Chamber of Commerce and other groups, to coordinate efforts in conducting one City-wide Candidates' forum.
