MEMORANDUM

SUBJECT: Information re Planning Commission Review of Projects
BACKGROUND:
Attached is a memorandum from Planning Commissioner Rosen to his
fellow Commissioners concerning final approval of items considered
by the Commission. On July 11, 1985, the Commission established
a procedure to defer final approval (including recommendations to
Council) of specific items until the meeting after consideration
of the matter is concluded. The matter would be placed on the
Consent Calendar at that next meeting for formal approval or
recommendation to Council.
The Commission also concurred that any waiver to the above pro-
cedure required a unanimous concurrence of all members present
at the meeting.

Subject: Planning Commission Resolutions and Findings - Second
Hearing
In recent months several items have come before this Commission
for review and/or action. Mara, of these items resulted in either
a formal resolution or a recommendation for action being
forwarded to the City Council . Additional direction has been
given to Staff on a fairly frequent basis without any written
confirmation of the Commission's intent nor of the Staff's
comprehension of our sometimes convoluted deliberations.
In order for us to prevent the sort of turmoil that we recently
encountered when attempting to open up the Land Use review
process (not to be confused with expanding the General Plan
Amendment process) , and to assure that we present a truly
coherent planning statement for this community, I recommend that
we pursue the following course of action:
1. All actions of the Planning Commission, whether
unanimous or not, will be presented for Commission
review at the meetina immediately following the decision
as an item on a Consent Calendar. This presentation
would take the form of written Reports of Commission
Action and Resolutions of the Planning Commission, as
applicable.
2. Meeting Minutes representing the deliberations of the
Commission will be presented for review at the meeting
immediatelu following the session in question.
3. Directions for action by Staff shall be pursued only
upon passage of a duly presented motion. These requests
for action shall either be presented in the Minutes or
as items for Consent Calendar consideration.
Though these items will clearly slow down the planning process, I ,
for one, feel that this headlong rush to process every issue pre-
sented to us on the night that it appears must stop. We must
take the time to DELIBERATE and to reflect on the long term
affect of the issues presented to us for review and/or action.
1 make these recommendations as a motion and, further recommend,
that if this motion meets with favor with the Commission, that it
appear as an item on a Consent Calendar at our next meeting, June
27th.
