SUBJECT: Consider Conejo Valley YMCA Request to Use the Apricot Room for
Youth and Government Event
DISCUSSION
The City has received a written request from the Conejo Valley YMCA for the use of the
Apricot Room and the City's sound system for its Annual Bill Night Event on November
18, 2014, from 5:00 p.m. to 8:30 p.m. In addition to using the room, the YMCA is also
asking that the Council waive the City's facility rental fees.
The Youth and Government delegation participating in the event will be comprised of
approximately 280 people, mostly students from Moorpark High School.
Historically, the City has only waived facility fees for Moorpark non-profit groups. Since
the Conejo YMCA does not meet this criteria, but is providing an educational experience
involving Moorpark students, staff proposes that the City co-sponsor the event, but not
to allow use of the sound system which would require technical support from City staff.
With the City's co-sponsorship, no facility rental fees would be charged. The Council
did approve this same request from the Conejo Valley YMCA in 2009 and 2010 without
the use of the City sound system.
STAFF RECOMMENDATION
Approve the co-sponsorship of the Conejo Valley YMCA Youth and Government Event
on November 18, 2014.

Dear Mayor Parvin and Council Members:
The Conejo Valley YMCA Youth and Government Delegation for the 2014 -201 5 school year is
requesting your permission to use the Apricot Room on Tuesday, November 18, 2014, for its
annual Bill Hearing Night event.
The YMCA Youth & Government Program provides high school students the opportunity to
participate in a statewide Model Legislature and Court Program. Our local delegation is represented
by approximately 70 high school student delegates primarily from Moorpark High School. The
annual Bill Hearing Night is a forum for the participating students to formally present and debate
legislative bills, on which they are currently drafting, for the program's Sacramento conference. A
panel of judges comprised of local community leaders will vote to select two to three bills during
the event to be sponsored by our delegation and sent to Sacramento for debate and consideration.
The Moorpark City Council, Apricot Room, will provide the students a venue to practice debating
and promoting their legislative bills, as they will ultimately be required to advocate for them on the
actual State Capitol floor in February. If successful, their legislative bills will be signed the by the
Youth Governor, and copies of those bills will be sent to our California State Legislature. We
respectfully request usage of the Apricot Room facility on Tuesday, November 18, 2014 from 5:00
PM until 8:30 PM. We anticipate that approximately 220 people (including the students) will be
attending the event.
