SUBJECT: Consider Resolution Authorizing Submittal of Applications for the
California Department of Resources Recycling and Recovery,
Rubberized Pavement Grant Program
DISCUSSION
The City Council is being asked to consider a resolution authorizing the submittal of City
applications for the Rubberized Pavement Grant Program to the State of California
Department of Resources Recycling and Recovery (CalRecycle).
CalRecycle is offering $8.0.million to public agencies in FY 2014/15 for the use of California-
generated waste tires in rubberized pavement projects for the rehabilitation of roads.
Qualifying projects include rubberized chip seals and rubberized asphalt overlays.The City's
Capital Improvement Program includes a rubberized chip seal project for FY 2014/15 to
rehabilitate various City streets.
Currently CalRecycle is offering a grant of$0.50 per square yard of rubberized chip seal use.
It is estimated the City will use up to 63,000 square yards of rubberized chip seal on the FY
2014/15 road rehabilitation project. This grant will provide up to$31,500 to be used towards
the estimated project cost of$700,000.Additional appropriations of funds for the remaining
project costs are proposed to be made at the time of contract award from sources such as
the Gas Tax Fund 2605.
The grant application must include the attached resolution adopted by the City Council
authorizing submittal of grant applications and identifying the individual authorized to execute
any grant applications, agreements, amendments and requests for payments. The proposed
resolution includes City Council authorization to submit future grant applications to
CalRecycle for which the City is eligible over the next five years.

FISCAL IMPACT
Upon approval of the current rubberized chip seal grant, the City is expected to receive
$31,500 in CalRecycle grant funds.

RESOLUTION NO. 2014---
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF
APPLICATIONS FOR RUBBERIZED PAVEMENT GRANTS TO THE
CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND
RECOVERY, AND AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY APPLICATIONS, AGREEMENTS, AMENDMENTS,
AND REQUESTS FOR PAYMENT
WHEREAS, Public Resources Code Sections 40000 et seq. authorize the
California Department of Resources Recycling and Recovery (CalRecycle) to administer
various Grant Programs in furtherance of the State of California's (State) efforts to
reduce, recycle and reuse solid waste generated in the State thereby preserving landfill
capacity and protecting public health and safety and the environment; and
WHEREAS, in furtherance of this authority CalRecycle is required to establish
procedures governing the application, awarding, and management of the grants; and
WHEREAS, CalRecycle grant application procedures require an applicant's
governing body to authorize by resolution its approval for submittal of the grant
applications identified below, and the designation by job title of the individual authorized
to execute all grant documents on behalf of the City; and
WHEREAS, if awarded, the City will enter into a grant agreement with
CalRecycle for implementation of said grants.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark authorizes the submittal of
applications to CalRecycle for all rubberized pavement grants for which the City of
Moorpark is eligible for Fiscal Years 2014/15 through 2019/20.
SECTION 2. The City Manager, or his/her designee, of the City of Moorpark is
hereby authorized and empowered to execute in the name of the City of Moorpark all
grant documents, including but not limited to, applications, agreements, amendments,
and requests for payment necessary to secure grant funds and implement the approved
grant project

SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
