The City is procuring the buses through CaIACT and the Morongo Basin Transit Authority (MBTA). The buses have a base price of$365,872.00 each. Options for the buses, taxes and fees were not expected to exceed the City's budget of $864,000.00, or $432,000.00 per bus. Prior to initiating the procurement through CalAct/MBTA, City staff anticipated that one of the bus features (an automated bus stop announcement system matching the system on the City's existing buses) could be procured within the current budget. However, the initial CalAct/MBTA bus procurement option did not include the automated bus announcement system; consequently, additional pricing was required. An additional $42,609.26 is required to fully fund the bus procurement, including the automated bus announcement system. Attached is Creative Bus Sales' updated proposal,which includes a complete list of materials to be included on the new buses, as well as a few pictures of how the EZ Rider II buses will look (please note that the City's buses will not have the advertisement display board shown on the front page (also, the City's buses will have CNG tanks on the roof). Staff is also recommending adding a $15,000.00 contingency to the budget for possible additional adjustments that may be needed as production of the buses begins. S:\Public Works\Everyone\Reports\Stai Reports\2015\February\2-18-2015(Increase Bus Procurement).Coe 43 Honorable City Council February 18, 2015 Page 2 When the City acquired its original three (3) CNG buses in 2010, it was one of the first transit systems in Ventura County to incorporate an automated bus announcement system. Many of the transit services, including Gold Coast Transit and Thousand Oaks Transit, are in the process of acquiring automated bus announcement systems in their existing and new fleets. The City has the option to either not install the automated announcement systems (in which case, the bus drivers would use a microphone to announce bus stops manually); or, proceed with the bus procurement and install the automated announcement system at a later date if separate grant funding becomes available. A future retrofit is anticipated to be more expensive than installing the system with the bus procurement, and would mean taking the buses out of service in order to have the equipment installed. Consequently, staff is recommending proceeding with incorporating the automated bus announcement system during procurement of the new buses, thus maintaining consistency with the systems in the existing buses. FISCAL IMPACT The FY 2014/15 Budget includes$774,000.00 in SB 1266—06 Transportation Bond Fund (2611) and $90,000.00 in FTA 5307 Federal Grant Fund (5000), for a total of$864,000.00 for the procurement of two CNG buses. A Budget Amendment (Attachment 2) in the amount of$58,000.00 from Local Transit Programs 8C Fund (5000) is requested to fully fund the procurement. There are sufficient funds to cover the Budget Amendment and procurement. At the February 6, 2015 Ventura County Transportation Commission (VCTC) meeting, the Commission approved revised FY 2014/15 Transportation Development Act (TDA) apportionment numbers, including an increase in funding to the City in the amount of $181,753.00. This funding will be able to be divided between Fund 5000 and Local Transportation 8A Fund (2603). A separate staff report recommending distribution of the funding is anticipated in March or April 2015, once VCTC submits its revised FY 2014/15 claim packet to the City. STAFF RECOMMENDATION (ROLL CALL VOTE) 1. Authorize City Manager to issue a Purchase Order to Creative Bus Sales for the purchase of two (2) compressed natural gas buses in an amount not to exceed $921,609.26 ($906,609.26 plus $15,000 contingency); and 2. Adopt Resolution No. 2015- amending the Fiscal Year 2014/15 Budget to appropriate $58,000.00 from Local Transit Programs 8C Fund (5000) to fully fund the procurement. Attachments: 1. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget amendment in the aggregate increase of $58,000.00 as more particularly described in Exhibit"A", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
