MOORPARK CITY COUNCIL -res 33 ' _-- AGENDA REPORT BY: TO: The Honorable City Council /4/ FROM: Jeremy Laurentowski, Parks and Recre.tion Director BY: Jessica Sandifer, Management Analys X141 DATE: February 24, 2015 (CC Meeting of March 4, 2015) SUBJECT: Consider Resolution Amending the Fiscal Year 2014/15 Budget for Civil Engineering Services to Modify the Entry and Exit Lanes at Arroyo Vista Community Park BACKGROUND The City Council has previously approved plans for a recreational trail system at Arroyo Vista Community Park (AVCP). The plans incorporate a safe route of travel for both pedestrians and bicyclists from the existing pedestrian bridge at the east end of the park, to the Arroyo Vista Recreation Center. The bicycle path will connect to the existing bicycle path along the access road to the west of AVRC, ultimately providing access to Moorpark High School. However, the bicycle path currently ends just west of the football stadium and does not directly connect with Tierra Rejada Road. In order to provide a complete trail connection from Tierra Rejada Road to the pedestrian bridge at the east end of AVCP, staff is proposing to modify the entrance to Arroyo Vista Park at the corner of Tierra Rejada Road and Countrywood Drive. The modifications will also improve vehicular circulation for vehicles exiting AVCP. DISCUSSION The vehicular exit at AVCP, just east of the intersection of Countrywood Drive and Tierra Rejada Road, consists of a left turn lane and a combination through/right turn lane. During times of heavy traffic, vehicular stacking in the left turn lane prevents through traffic on Countrywood Drive, or traffic from entering the northbound lanes on Tierra Rejada Road. In addition, the bicycle path in both the east and west direction along the AVCP access road starts/stops just west of the football stadium. Staff recommends connecting the bicycle path in both directions in order to provide a safe path of travel to/from Tierra Rejada Road to the east end of AVCP. 76 Honorable City Council March 4, 2015 Page 2 Due to the complexity of this work, staff recommends contracting with a Civil Engineer to prepare the plans and specifications to modify the entrance/exit to AVCP. Staff has obtained a quote from Phoenix Civil Engineering, Inc. (Phoenix) and is requesting an amendment to the Fiscal Year 2014/15 budget for these services. This work will ultimately be included in the construction of the recreational trail system at AVCP. Phoenix Civil Engineering has the necessary experience to complete this work. FISCAL IMPACT Staff is requesting an amendment to the FY 2014/15 budget for $27,000 for Civil Engineering services from the Traffic System Management Fund (2001) to complete the design work. The expenditure is being added to Capital Improvement Project (CIP) 7713, which is part of the whole AVCP recreational trail system project. STAFF RECOMMENDATION (ROLL CALL VOTE) Adopt Resolution No. 2015- , amending the FY 2014/15 Budget to fund civil engineering services to modify the entryway of AVCP. Attachment: Resolution No. 2015 - 77 ATTACHMENT 1 RESOLUTION NO. 2015- A RESOLUTION OF CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2014/2015 BUDGET BY APPROPRIATING $27,000 FROM THE TRAFFIC SYSTEM MANAGEMENT FUND (2001) FOR CIVIL ENGINEERING SERVICES FOR THE ARROYO VISTA COMMUNITY PARK ENTRYWAY WHEREAS, on June 18, 2014, the City of Moorpark adopted the Operating and Capital Improvement budget for Fiscal Year 2014/15; and WHEREAS, on March 4, 2015, a staff report was presented to the City Council requesting a budget amendment of $27,000 from the Traffic System Management Fund (2001) for Civil Engineering Services to design the entryway improvements at Arroyo Vista Community Park; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and the resultant impact to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. An aggregate budget amendment of $27,000 from Traffic System Management Fund (2001) for Civil Engineering Services is needed to fund the design of the entryway improvements at Arroyo Vista Community Park, as more particularly described in Exhibit "A", attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
