Any member of the public mayy address the Commission during the Public Comments portion of the Agenda,
unless it is a Discussion item. Speakers who wish to address the Commission concerning a Discussion item
must do so during the Discussion portion of the Agenda for that item.Speaker cards must be received by the
Recording Secretary for Public Comment prior to the beginning of the Public Comments portion of the
meeting; and for a Discussion item, prior to the Chair's call for speaker cards for each Discussion agenda
item. A limitation of three minutes shall be imposed upon each Public Comment and Discussion item
speaker. Written Statement Cards may be submitted in lieu of speaking orally for Discussion items. Any
questions concerning any agenda item may be directed to the Parks, Recreation & Community Services
Department at 517-6227.

SUBJECT: Consider Artist Submittals for Police Services Center Public Art
Project
DISCUSSION
The Request for Qualifications (RFQ) for the Police Services Center Public Art Project
was released on April 17, 2015. The RFQ submittals were due back on May 1, 2015.
Staff received eighteen submittals from Artists' interested in proposing on the project.
The Commission is being asked to select four artists to attend an interview and present
a conceptual idea for the project at a special meeting on a date to be determined by the
Commission.
STAFF RECOMMENDATION
1 . Select four artists to interview; and
2. Set a date for the interviews.

1. CALL TO ORDER:
Jeremy Laurentowski called the meeting to order at 6:09 p.m.
Maureen Benson, City Clerk, administered the Oath of Office to the newly
appointed Commissioners. Tania De Haz was absent.
2. PLEDGE OF ALLEGIANCE:
Commissioner Schwabauer led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Charles Blaugrund, Rose Hoberg, Randall
Pugh, and Mary Schwabauer. Tania De Haz was absent.
Staff Present: Parks and Recreation Director Jeremy Laurentowski and
Management Analyst Jessica Sandifer.
4. SPECIAL AGENDA ITEMS:
A. Consider Nomination and Selection of Chair and Vice Chair.
Commissioner Blaugrund was voted in as Chair and Commissioner
Schwabauer was voted in as Vice Chair.
B. Review of the,California Public Meeting Law (the Brown Act).
The Commission and staff briefly discussed items of the Brown Act that
may be pertinent for the Arts Commission during their term.

Commissioner Hoberg announced that she had the opportunity to serve as a
judge for the Moorpark Has Talent Show auditions and encouraged the public to
attend the event on March 20.
Chair Blaugrund welcomed the new Commissioner Randall Pugh.
Commissioner Schwabauer announced that she also served as a judge for the
Moorpark Has Talent auditions and stated that she was pleased with the large
participation.
8. PRESENTATIONS/ACTION/DISCUSSION:
A. City of Moorpark Public Art Survey PowerPoint Presentation. Staff
Recommendation: View PowerPoint presentation and provide input.
Chair Blaugrund gave the PowerPoint Presentation, which provided
information on existing City artwork, as well as potential future sites.

B. Select Two Commissioners to Serve as Judges for the Moorpark Annual
Arts Festival. Staff Recommendation: Select two representatives from the
Arts Commission to serve as judges for the Moorpark Annual Arts
Festival.
Commissioners Pugh and Schwabauer volunteered to serve as judges,
and Chair Blaugrund stated that he would be an alternate judge if needed.
The Commission requested if staff would please inquire as to having the
entire Arts Commission serve as judges at this event next year.
9. CONSENT CALENDAR:
A. Approval of Minutes for Arts Commission Regular Meeting of August 19,
2014. Staff Recommendation: Approve as presented.
MOTION: Commissioner Schwabauer moved and Commissioner Hoberg
seconded a motion to approve the Consent Calendar as presented. The motion
was carried by voice vote 4-0.

CITY COUNCIL AND ARTS COMMISSION

A Special Joint Meeting of the Moorpark City Council and Arts Commission was held on
April 8, 2015, at 6:00 p.m. at the Moorpark°Community Center located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order and Chair Blaugrund called
the Arts Commission meeting to order at 6:15 p.m.
A. City Clerk Administers Oath of Office to Arts Commissioner Tania De Haz.
Ms. Benson administered the Oath of Office to Arts Commissioner Tania
De Haz.
2. THE PLEDGE OF ALLEGIANCE:
Arts Commissioner Hoberg led the Pledge of Allegiance.
3. ROLL CALL:
City Council: Councilmembers Mikos, Millhouse, Pollock,
Van Dam, and Mayor Parvin.
Arts Commissioner: Commissioners De Haz, Hoberg, Pugh, and
Chair Blaugrund.
Absent: Commissioner Schwabauer.
Staff Present: Steven Kueny, City Manager; Deborah
Traffenstedt, Assistant City Manager; Jeremy
Laurentowski, Parks and Recreation Director;
Jessica Sandifer, Management Analyst; and
Maureen Benson, City Clerk.
4. PUBLIC COMMENT:

5. PRESENTATION/ACTION/DISCUSSION:.
A. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2014/2015 and Direction for Fiscal Year
2015/2016. Staff Recommendation: Direct staff as deemed appropriate.
Mr. Kueny deferred giving a staff report and stated staff is available to
respond to Council and Commission questions.
There were no speakers.
A discussion followed among the Councilmembers; Commissioners, and
staff which focused on:
1) Status of the Request for Proposal for art work for the Police
Services Center on Spring Road;
2) Art work for the train station on hold pending resolution of right-
of-way issues;
3) Arts Commission working with Public Works to develop art work
for city bus stop locations;
4) Art work at Arroyo Vista Community Park has been well received
and pending resolution of interpretive signage, a grand opening is being
planned, possibly as part of the July 3rd celebration;
5) Possibility of working with Caltrans to develop a design
incorporating artwork such as the Moorpark Mammoth for placement on a
future bridge extending State Route 23 north to State Route 118;
6) Create a Cultural Art Expenditure Policy and evaluate need for a
mural ordinance;
8) Report on Art Commissioners judging at "Moorpark Has Talent"
and at the "Moorpark Arts Festival";
9) Possibility of artistic monument sign at the end of High Street
near the Post Office; and
10) Consideration for art work at Magnolia and Poindexter Parks.

6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Blaugrund adjourned
the Arts Commission meeting at 6:28 p.m.
