On September 17, 2014, the City Council approved Resolution No. 2014-3317, authorizing the City's Fiscal Year (FY) 2014/15 Transportation Development Act (TDA) Claim in the amount of $1,150,789.00. On February 6, 2015, the Ventura County Transportation Commission (VCTC) approved a revised FY 2014/15 TDA apportionment for all municipalities in Ventura County, including Moorpark, based on revised FY 2014/15 revenue estimates from the Ventura County Auditor-Controller. The revised numbers increase the City's FY 2014/15 apportionment by $181,753 to $1,332,542.00. To receive the funding, the City must submit a revised FY 2014/15 TDA Claim. BACKGROUND Each year the City Council is asked to approve a resolution authorizing the City Manager to submit a claim for the City's TDA funds. The City is required to file this claim annually in order to receive the funds. TDA revenue is generated from a 1%cent of the 7.50-cent retail sales tax, and the revenue received must first be spent on transit projects. After meeting any "unmet transit needs that could be reasonably met using TDA funds," the remaining local TDA funds may be used for streets and roads related purposes. If approved, the City's claim would increase from $1,150,789.00 to $1,332,542.00 (an increase of S:\Public Works\Everyone\Reports\Staff Reports\20151April\04-15-15(FY 14-15 IDA Claim-Revised).doc 2 6.7 Honorable City Council April 15, 2015 Page 2 $181,753.00). This is $189,705.00 more than the currently adopted FY 2014/15 budget of $1,142,837.00. DISCUSSION TDA revenue has traditionally been the primary funding source for the City's transit system, including the Fixed Route bus service, Senior Dial-A-Ride and the Americans with Disabilities Act(ADA) Paratransit Dial-A-Ride, and other transit improvements such as bus shelters. Transit planning efforts by Public Works staff are also funded with TDA revenue. Major capital costs, such as buses, are often funded with federal grants. The City also receives federal funding for bus preventive maintenance and paratransit preventive maintenance/vehicle leases. In those cases, the local matching funds (typically twenty percent) come from TDA funds. The City also receives federal funding for bus operations. After the City's transit(8C) related expenses are met, the remainder is available for streets and roads (8A). Staff proposes that the City's FY 2014/15 revised claim include $450,000.00 for Local Transit Programs 8C Fund (5000) and $882,542.00 for Local Transportation 8A Fund (2603). Table 1 below describes the change in revenue. The proposed Budget Amendment (Attachment 2) revises Fund 5000 and Fund 2603 as detailed in Table 2 below. A budget amendment of $189,705.00 is required to match the revised apportionment from VCTC—$139,705.00 for Local Transportation 8A Fund (2603) 268 Honorable City Council April 15, 2015 Page 3 and $50,000.00 for Local Transit Programs 8C Fund (5000). There will be no General Fund impact and there is no additional appropriation requested at this time. STAFF RECOMMENDATION (ROLL CALL VOTE) 1. Draft Resolution No. 2015- (Budget Amendment) 269 Attachment 1 RESOLUTION NO. 2015 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A REVISED CLAIM FOR FISCAL YEAR 2014/15 TRANSPORTATION DEVELOPMENT ACT FUNDS AND RESCINDING RESOLUTION NO. 2014-3317 WHEREAS, the Transportation Development Act (TDA), as amended (Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from the Local Transportation Fund (LTF) and the State Transit Assistance Fund, for use by eligible claimants for various transportation purposes; and WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to the applicable rules and regulations there under (Cal. Code of Regulations Sections 6600 et seq.), a prospective claimant wishing to receive an allocation from the LTF or the State Transit Assistance Fund shall file its claim with the Ventura County Transportation Commission; and WHEREAS, on September 17, 2014, the City Council approved Resolution No. 2014-3317, authorizing the City's Fiscal Year (FY) 2014/15 Transportation Development Act (TDA) Claim in the amount of$1,150,789.00; and WHEREAS, on February 6, 2015, the Ventura County Transportation Commission approved revised FY 2014/15 Transportation Development Act (TDA) apportionments for all municipal jurisdictions in Ventura County, including Moorpark, based on revised FY 2014/15 revenue estimates from the Ventura County Auditor-Controller; and WHEREAS, the City has a need for these funds for both transit and street purposes in FY 2014/15; and WHEREAS, the City is eligible for a revised estimated amount of $1,332,542.00 in TDA Funds, Article 8 monies for FY 2014/15. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Manager and or his designee is authorized to execute and file the City's revised FY 2014/15 TDA Claim in the amount of $1,332,542.00, broken down as follows: 1. $882,542.00 — Local Transportation Funds Article 8A (Streets and Roads), and S:\Public Works\Everyone\Reports\Staff Reports\2015\April\04-15-15(Reso TDA Claim).doc 2 7 0 Resolution No. 2015 - Page 2 2. $450,000.00 — Local Transportation Funds Article 8C (Transit). SECTION 2. The City Clerk is directed to transmit a copy of this resolution to the Ventura County Transportation Commission. SECTION 3. Resolution No. 2014-3317 is hereby rescinded. Parvin, Mayor ATTEST: Maureen Benson, City Clerk 271 Attachment 2 RESOLUTION NO. 2015 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2014/15 TDA ARTICLE 8 REVENUE BUDGET BY $189,705.00 DUE TO THE REVISED APPORTIONMENT WHEREAS, on June 18, 2014, the City Council adopted the Operating and Capital Improvements Projects budget for Fiscal Year 2014/2015; and WHEREAS, on February 6, 2015, the Ventura County Transportation Commission approved revised FY 2014/15 Transportation Development Act (TDA) apportionments for all municipal jurisdictions in Ventura County, including Moorpark, based on revised FY 2014/15 revenue estimates from the Ventura County Auditor-Controller; and WHEREAS, the City's new FY 2014/15 TDA apportionment has increased from $1,150,789.00 to $1,332,542.00; and WHEREAS, a staff report has been presented to the City Council describing the proposed TDA allocation to the City's Local Transit Programs 8C Fund (5000) and Local Transportation 8A Fund (2603) and the resulting impacts to the City's FY 2014/15 Budget; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget revenue amendment increasing Local Transportation 8A Fund (2603) by $139,705.00 and increasing Local Transit Programs 8C Fund (5000) by $50,000.00 as more particularly described in Exhibit "A", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
