CITY COUNCIL AND ARTS COMMISSION
Moorpark, California April 8, 2015
A Special Joint Meeting of the Moorpark City Council and Arts Commission was held on
April 8, 2015, at 6:00 p.m. at the Moorpark Community Center located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order and Chair Blaugrund called
the Arts Commission meeting to order at 6:15 p.m.
A. City Clerk Administers Oath of Office to Arts Commissioner Tania De Haz.
Ms. Benson administered the Oath of Office to Arts Commissioner Tania
De Haz.
2. THE PLEDGE OF ALLEGIANCE:
Arts Commissioner Hoberg led the Pledge of Allegiance.
3. ROLL CALL:
City Council: Councilmembers Mikos, Millhouse, Pollock,
Van Dam, and Mayor Parvin.
Arts Commissioner: Commissioners De Haz, Hoberg, Pugh, and
Chair Blaugrund.
Absent: Commissioner Schwabauer.
Staff Present: Steven Kueny, City Manager; Deborah
Traffenstedt, Assistant City Manager; Jeremy
Laurentowski, Parks and Recreation Director;
Jessica Sandifer, Management Analyst; and
Maureen Benson, City Clerk.
4. PUBLIC COMMENT:
None.

5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Status Report on Mission Statement, Priorities, Goals and
Objectives for Fiscal Year 2014/2015 and Direction for Fiscal Year
2015/2016. Staff Recommendation: Direct staff as deemed appropriate.
Mr. Kueny deferred giving a staff report and stated staff is available to
respond to Council and Commission questions.
There were no speakers.
A discussion followed among the Councilmembers, Commissioners, and
staff which focused on:
1) Status of the Request for Proposal for art work for the Police
Services Center on Spring Road;
2) Art work for the train station on hold pending resolution of right-
of-way issues;
3) Arts Commission working with Public Works to develop art work
for city bus stop locations;
4) Art work at Arroyo Vista Community Park has been well received
and pending resolution of interpretive signage, a grand opening is being
planned, possibly as part of the July 3rd celebration;
5) Possibility of working with Caltrans to develop a design
incorporating artwork such as the Moorpark Mammoth for placement on a
future bridge extending State Route 23 north to State Route 118;
6) Create a Cultural Art Expenditure Policy and evaluate need for a
mural ordinance;
8) Report on Art Commissioners judging at "Moorpark Has Talent"
and at the "Moorpark Arts Festival";
9) Possibility of artistic monument sign at the end of High Street
near the Post Office; and
10) Consideration for art work at Magnolia and Poindexter Parks.

6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Blaugrund adjourned
the Arts Commission meeting at 6:28 p.m.
