SUBJECT: Consider Co-Sponsorship of Master Gardener Workshop Series and
Ventura County Waterworks District#1 Request to Use the Sycamore
Room at Arroyo Vista Recreation Center to Hold Workshops and
Waive the City's Facility Rental Fee
DISCUSSION
The City has received a written request from the Ventura County Waterworks District #1
(VCWWD) requesting the City's co-sponsorship of a Water Wise Gardening Series
presented by the University of California Cooperative Extension Master Gardener
Program (Master Gardeners). The workshop series is designed to educate homeowners
on water wise gardening and conversion of their landscape to drought tolerant
landscaping. The workshops will be held over four Saturdays and will cover the topics:
Water Wise Gardening 101, Garden Design, Plant Selection and Maintenance, and
Water Usage and Irrigation. The workshops are intended to provide residents with tools
to help them meet the 32% water conservation standard set by the State Water
Resources Control Board. One of the best ways to achieve water conservation is by
modifying and/or removing outdoor landscaping.
The City's co-sponsorship of the workshop series entails providing use of the facilities at
Arroyo Vista Recreation Center (AVRC) to hold the workshops for no cost and providing
advertising of the event via our website, social media sites, and email blasts. The
workshops are scheduled for four consecutive Saturdays June 6, June 13, June 20, and
June 27 from 9:30 a.m. to 11:00 a.m. The request is for use of the Sycamore Room.
The hours of use will be from 8:30 a.m. to 12:00 p.m. to allow for set-up and take-down
for the workshops. The Master Gardeners will provide all set-up and take-down but will
require the use of tables and chairs at the facility.
Since the workshop is being held during normal business hours at AVRC, we do not
anticipate any additional staff costs associated with opening or closing the building.
Staff recommends waiving the direct costs associated with the set-up and takedown of
chairs and tables, as this will be the City's contribution to the workshop series.

VCWWD and the Master Gardeners will provide the staff to run the workshop and will
provide all literature and hands-on supplies.
FISCAL IMPACT
The facility rental fees and direct costs would total approximately $1,300. Staff is
recommending that the City Council approve co-sponsorship of the event and waive the
facility rental fees and City's direct costs as our contribution to the workshop series.
STAFF RECOMMENDATION
Approve the co-sponsorship of the Master Gardeners Workshops on June 6, 13, 20,
and 27, 2015, and waive the facility rental fees and City's direct costs.

Dear Mayor Parvin and Members of the City Council:
On January 17, 2014, Governor Edmund G. Brown proclaimed a State of Emergency
throughout the State of California due to severe drought conditions. On April 25, 2014,
Governor Brown proclaimed a Continued State of Emergency due to the ongoing drought.
On May 5, 2015, the State Water Resources Control Board (SWRCB) issued Emergency
Regulations aimed at reducing potable water consumption. Those regulations imposed
a 32% mandatory reduction of residential potable water use for Ventura County
Waterworks District No. 1 — Moorpark (WWD 1). On the same day, the Ventura County
Board of Supervisors declared a Level 2 Water Supply Shortage for Ventura County
Waterworks District No. 1.
In light of the recent SWRCB Emergency Regulations and Water Shortage Declaration,
WWD 1 is collaborating with the UC Master Gardener Program, Calleguas Municipal
Water District (CMWD), and the City of Moorpark Parks, Recreation & Community
Services Department to co-sponsor a series of University of California Master Gardeners
workshops aimed at reducing residential water use during this emergency situation. We
would like to hold a series of workshops in the Sycamore Room at the Arroyo Vista
Recreation Center located at 4550 Tierra Rejada Road. The proposed schedule is as
follows:
June 06, 2015 Water Wise Gardening 101
June 13, 2015 Garden Design 101
June 20, 2015 Home Landscape Plant Selection and Maintenance
June 27, 2015 Water Usage
These events, which will be held on Saturdays from 9:30 a.m. to 11:00 a.m., will be free
of charge and open to all Moorpark residents. In an effort to minimize costs, we
respectfully request your Council consider approving a facilities fee waiver for these
events.

Furthermore, we are in the process of launching a District-wide water conservation
campaign and working with your staff at the Parks, Recreation & Community Services
Department to schedule meetings with homeowners associations and other District
customers to discuss the recent SWRCB Emergency Regulations. Additionally, we are
working with City staff in the Community Development and Public Works Departments to
develop effective solutions to the challenges posed by the Emergency Regulations.
Finally, we are working with the WWD 1 Citizens' Advisory Committee on implementing
the new Regulations and achieving our 32% conservation goal. As soon as we have a
cohesive set of alternatives, we will request the opportunity to make a presentation to
your Council at a future City Council meeting:
