AN ORDINANCE OF THE CITY OF MOORPARK,
CALIFORNIA, AMENDING SECTION 6.16.030, LICENSING
PERIOD OF CHAPTER 6.16, LICENSING OF DOGS AND
CATS OF TITLE 6, ANIMAL REGULATIONS OF THE
MOORPARK MUNICIPAL CODE
WHEREAS, in 1983, the City Council adopted Moorpark Municipal Code Title 6
Animal Regulations; and
WHEREAS, state law proscribes that the term of an animal license may not
extend beyond the term of the animal's rabies vaccination; and
WHEREAS, the term of a rabies vaccination may be as long as three years; and
WHEREAS, the term of a City of Moorpark animal license is no longer than two
(2) years; and
WHEREAS, it is a priority of the City Council to provide convenient and cost
effective service to the public whenever possible; and
WHEREAS, the City Council wishes to update its Animal Regulations Ordinance
to permit closer coordination of the term for a rabies vaccination and a City animal
license.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 6.16.030 License Period, of the Moorpark Municipal
Code is hereby amended in its entirety to read as shown:
"6.16.030 Licensing period.
A. The period of time any license issued pursuant to this chapter is valid
must be specified on the license application.
B. The license period specified may be whatever period the city council
may adopt by Resolution for that particular license application, provided that the
period does not extend beyond the expiration date of the applicable rabies
vaccination. A license and corresponding license tag cease to be current when the
applicable license period expires."

SECTION 2. If any section, subsection, sentence, clause, phrase, part or portion
of this Ordinance is for any reason held to be invalid or unconstitutional by any court of
competent jurisdiction, such decision shall not affect the validity of the remaining portions
of this Ordinance. The City Council declares that it would have adopted this Ordinance
and each section, subsection, sentence, clause, phrase, part or portion thereof,
irrespective of the fact that any one or more section, subsections, sentences, clauses,
phrases, parts or portions be declared invalid or unconstitutional.
SECTION 3. This Ordinance shall become effective thirty (30) days after its
passage and adoption.
SECTION 4. The City Clerk shall certify to the passage and adoption of this
ordinance; shall enter the same in the book of original ordinances of said City; shall make
a minute of the passage and adoption thereof in the records of the proceedings of the City
Council at which the same is passed and adopted; and shall publish notice of adoption in
the manner required by law.
