SUBJECT: Consider Resolution Authorizing the City's Fiscal Year 2015/16
Transportation Development Act Claim for Bicycle and/or Pedestrian
Article 3 Purposes
BACKGROUND
On March 11, 2015, the City applied for $100,000 in Transportation Development Act
(TDA) Article 3 Bicycle/Pedestrian Project Funds. The funding will be used to add 2,100
feet of sidewalk on the south side of Arroyo Drive, between the east side of the Villa del
Arroyo Mobile Home Park(Villa del Arroyo)front entrance and the far east end of Villa del
Arroyo. The City is currently in the process of completing its study of options available for
establishing bicycle and pedestrian connectivity from Villa del Arroyo to Collins Drive, north
of the 118 freeway. Sidewalks placed in front of Villa del Arroyo will be a part of the
complete project.
DISCUSSION
Pursuant to California PUC Section 99233.3, a portion of the available TDA Local
Transportation Funds each year must be used for planning, maintaining, and constructing
facilities for the exclusive use of pedestrians and bicyclists. In FY 2015/16, the Ventura
County Transportation Commission expects about $799,000 to be available on a
competitive basis to the cities and County for local bicycle or pedestrian projects.
Applicants are strongly encouraged to provide a 50/50 match with local and/or other grant
funds to augment the Article 3 funds being requested.The City applied for$100,000 for the
Villa del Arroyo sidewalk project with a local match of $100,000 from Traffic Systems
Management Fund (2001). The applications were reviewed by the Citizen's Transportation
Advisory Committee/Social Services Transportation Advisory Council (CTAC/SSTAC) on
April 24, 2015. A total of$562,640 in funding requests from Ventura County agencies was
received by CTAC. The CTAC/SSTAC approved all of the applications on April 14, 2015,

since there is sufficient funding for all the projects. The remaining balance of$236,360 will
be carried forward and incorporated into the FY 2016/17 fund.
FISCAL IMPACT
The City is expected to receive $100,000 in TDA Article 3 funding in FY 2015/16. The
Draft FY 2015/16 Budget includes the $100,000 revenue in TDA Article 3 Fund (2602).
The FY 2015/16 Budget also includes Capital Improvement Program Project 8095, "Arroyo
Drive Bike Lane and Sidewalk," incorporating the $100,000 expenditure from Fund 2602
and $100,000 expenditure from Fund 2001.

RESOLUTION NO. 2015 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A CLAIM
WITH THE VENTURA COUNTY TRANSPORTATION COMMISSION
FOR ALLOCATION OF TRANSPORTATION DEVELOPMENT ACT
FUNDS FOR BICYCLE AND/OR PEDESTRIAN ARTICLE 3 PURPOSES
FOR FISCAL YEAR 2015-2016
WHEREAS, the State Transportation Development Act (TDA), as amended
(Public Utilities Code Section 99200 et seq.), provides for the allocation of funds from
the Local Transportation Fund (LTF) for use by eligible claimants for various
transportation purposes; and
WHEREAS, the TDA was specifically amended in 1973 to include funding under
PUC Section 99234 for planning of and/or projects for the exclusive use by bicyclists
and/or pedestrians; and
WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to
the applicable rules and regulations hereunder (Cal. Code of Regulations Sections 6600
et seq.), a prospective claimant wishing to receive an allocation from the LTF shall file
its claim with the Ventura County Transportation Commission (VCTC).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and or his designee is authorized to execute
and file an appropriate claim pursuant to the applicable rules and regulations
promulgated hereunder, together with all necessary supporting documents, with the
VCTC for an allocation of LTF Article 3 funds in FY 2015/16.
SECTION 2. That the City's authorized claim includes $100,000 under TDA
Article 3 for local bicyclist and/or pedestrian project expenditures.
SECTION 3. That the City Clerk is directed to transmit a copy of this resolution to
VCTC.
SECTION 4. That the City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.

would be north of the freeway bridge) as well as to
the Simi Valley city limit line, which is located
approximately one-half mile further east of Villa del
Arroyo.

Moorpark is requesting $100,000 in TDA Article 3 funds to add 2,100 feet of
sidewalk on the south side of Arroyo Drive, between the east side of the Villa del
Arroyo Mobile Home Park (Villa del Arroyo) front entrance and the far east end of
Villa del Arroyo (aerial map and street level exhibits attached). This will be the first
phase of a project intended to add bicycle and pedestrian connectivity from Villa
del Arroyo to Collins Drive, north of the 118 freeway (which would be north of the
freeway bridge) as well as to the Simi Valley city limit line, which is located
approximately one-half mile further east of Villa del Arroyo.
Moorpark's consultant (Stantec) is currently working on Moorpark's Feasibility
Study to identify options for establishing the complete project as identified above.
The Feasibility Study is being funded with TDA Article 3 funds. The Ventura
Countywide Bicycle Master Plan includes the goal of establishing a Class II

bikeway (defined as a "bike lane" marked by a striped and stenciled lane for one-
way travel on a street or highway) between Collins Drive and Villa del Arroyo. This
is a distance of approximately one mile. Although the Bicycle Master Plan
discusses a Class II bikeway, the Feasibility Study would explore additional options
such as a dedicated Class I.
While the Feasibility Study is currently ongoing, the requirement for a sidewalk in
front of Villa del Arroyo is anticipated and Moorpark would like to take the
opportunity to begin identifying funding sources for the project in order to proceed
as soon as the Feasibility Study is completed (expected by June 30, 2015).
Moorpark will contribute a match of 50.00% in the amount of$100,000 in local
Traffic Systems Management Fund.

IV. Meets Evaluation Objectives
Please complete section - SAFETY
a. • How will the proposed project affect safety at existing facilities or improve
safety by building new facilities? When describing the project conditions,
include any accident statistics and describe how the project will correct or
improve the situation.
• How will the project be maintained?
Bicycle and pedestrian improvements between Collins Drive, Villa del Arroyo, and
the Simi Valley city limit line would improve safety. Currently, no sidewalks or bike

lanes exist between the Simi Valley city limit line and Collins Drive (west of Villa del
Arroyo). This means that residents at Villa del Arroyo have no dedicated pathway
in or out of their facility unless they are driving, riding their bike in traffic, or walking
along the curb of the road. The sidewalk is the first step in remedying these
concerns. After completion of the first phase, additional phases will include
extending the sidewalk to the Simi Valley city limit line, adding new sidewalk along
the west end of Villa del Arroyo's main entrance, adding pedestrian crossings to
the rail line that crosses Arroyo Drive, and adding a pedestrian crossing along
Arroyo Drive to the existing sidewalk located at the Caltrans Park and Ride Lot
located at the northeast corner of Arroyo Drive and Collins Drive.
Once completed, the sidewalk will be included in Moorpark's inventory of City
sidewalks and will be monitored on an annual basis and repaired by Moorpark
when necessary.

schools, senior centers, work sites and other major traffic generators.

This is the first phase of an extended effort to create pedestrian connectivity for Villa
del Arroyo residents to Moorpark and Simi Valley. Villa del Arroyo has
approximately 240 homes. Establishing an ADA accessibility sidewalk in front of
Villa del Arroyo would enable Simi Valley Transit to establish a bus stop in front of
Villa del Arroyo. Moorpark City Transit currently services Villa del Arroyo by
traveling directly inside the community (Simi Valley Transit has been unable to
obtain permission to do so as well).
Once all phases are completed, Villa del Arroyo residents will be able to bike, walk,
or take public transit into Moorpark and Simi Valley. This project will also allow non-
Villa del Arroyo residents to travel to friends and relatives in the community without
the need for cars.

This project will commence upon completion of the Feasibility Study (anticipated at
the beginning of FY 2015/16 and is expected to be completed by June 2016.

Moorpark recognizes that it has a few prior year grants still pending completion;
however, staff has been communicating with staff at VCTC about the delayed
projects. Moorpark is working on completing the prior year projects. Also,
Moorpark did not apply for TDA Article 3 funding in FY 2014/15 in order to devote
more staff time towards already funded projects.
Moorpark's FY 2015/16 application for $100,000 (for a $200,000) project is part of
a multi-phase project to establish completed connectivity. Other phases that will
need to be completed include:
• Extending eastbound sidewalk to Simi Valley city limit line.
• Extending westbound sidewalk from Villa del Arroyo entrance to west end
of community.
• Pedestrian/bike crossing at the rail crossing.
• Extending sidewalk east to Caltrans Park and Ride Lot.
• Establish pedestrian crossing connecting Arroyo Drive south side sidewalk
to Caltrans Park and Ride Lot.
• Adding bike lanes and/or bike paths from Collins Drive to Simi Valley city
limit.

Moorpark's Bicycle Master Plan proposes a Class II bikeway between Collins Drive
and the Simi Valley city limit line. This proposed project begins the first phase of
accomplishing that goal. Completion of the entire project will establish a pedestrian
and bicyclist connection with the City of Simi Valley. The project will also connect
Villa del Arroyo to the rest of Moorpark. One close facility to Villa del Arroyo is
Moorpark College. The completed sidewalk/bicycle path would establish a direct
link to the campus area.

The City will contribute 50.00% ($100,000) of its own funds towards the installation
of sidewalk, for a total project funding amount of$200,000.00.
The proposed sidewalk is the first step in providing improved bicycle and
pedestrian accessibility for not only the Villa del Arroyo community, but the City
overall. The northeast section of Moorpark also has a greater benefit as it would
eventually have a safer connection to the City of Simi Valley. Moorpark also plans
on improving connectivity of the northeast section of Moorpark to the rest of the
City with its planned improvements to Princeton Avenue (including widening
Princeton Avenue and constructing bicycle lanes and sidewalks).
The sidewalk will aid Moorpark as it continues its efforts to make the city a
pedestrian friendly town. The safer that pedestrians feel, the more inclined they
will be to continue to walk and bike to their destinations rather than drive, which in
turn reduces pollution and improves the quality of life in Moorpark.
Other pedestrian friendly projects that Moorpark has recently begun or completed
include the Lassen Avenue Walkway/Bikeway, which connects the Moorpark
downtown area to local shopping centers. The City's FY 2009/10 project of
countdown pedestrian signals is also meant to improve pedestrian safety. The
City's FY 2010/11 and FY 2011/12 project will add a new sidewalk and bike lane
that will connect the City's Arroyo Vista Recreation Center and the Moorpark High
School to residential neighborhoods across the Arroyo Simi. The City's FY
2012/13 project will add sidewalks, ADA ramps, bike racks, a bus turnout, and bus
stop shelter at the Moorpark Civic Center.
