ADOPTION OF INTERIM STREET SECTION FOR
PEACH HILL ROAD EAST OF SPRING ROAD

BACKGROUND INFORMATION By~
The area east of the Spring Road/Peach Hill ~
intersection is currently undergoing the Specific Plan
Process. The initial draft Specific Plan shows Peach Hill
Road as one of the main ingress/egress points into this
area.
Since the Specific Plan Process for this area has not been
completed, it is not known at this time exactly what street
section will be required for this section of Peach Hill
Road. However, it is possible that both the Presbyterian
Church and the Middle School (please refer to the attached
location map) will be seeking approval for construction
prior to the finalizing of the Specific Plan Process. In
order to allow these developments to proceed while still
allowing for flexibility in the determination of the final
street section for Peach Hill Road, the following street
section is recommended (refer to Exhibit "B"):
1. Require a street dedication of 53 feet of right-of-way
immediately.
2. Any required street construction will be based upon a
40 foot pavement width (curb to curb).

3. A 13. 5 foot Irrevocable Offer of Easement will be
required on each side of Peach Hill Road for street,
landscape and meandering sidewalk purposes ( 15. o feet
of easement in the area opposite the existing street
improvements fronting the catholic Church).
The 13.5 foot Irrevocable Offer of Easement is required for
the following reasons:
1. If the Specific Plan Process requires Peach Hill Road
to have a street width in excess of 4 o feet, this
easement can be used for additional street lanes.
2. Since Peach Hill Road is proposed to be a collector
street, an enhanced parkway with a meandering sidewalk
or a parkway with a standard sidewalk with accompanying
landscape will most likely be required (similar to
collector streets in other areas of the City of
Moorpark).
Once the Specific Plan Process is completed and the ultimate
street width (as well as any required easements for
meandering sidewalks and landscaping) are determined, any
easements not required can then be rejected by the City.
In conjunction with Tract Map 4069 (Carlsberg),
approximately 900 feet of Peach Hill Road right-of-way east
of Spring Road has been dedicated to the City of Moorpark.
These existing dedications have been based upon a street
section requiring 40 feet of pavement on a 53 foot
right-of-way (see Exhibit "A" -Road Standard Plate B-5A).
In addition, approximately 300 feet of the northern half of
Peach Hill Road has already been constructed (in conjunction
with the development of the existing Catholic Church).
It should also be noted that there is not a 13. 5 foot
landscape and sidewalk easement at the existing Catholic
Church. Therefore, the meandering sidewalk and/or widened
street section cannot be extended to Spring Road along the
north side of Peach Hill Road without obtaining additional
right-of-way from the Catholic Church.

RECOMMENDED ACTION
Adopt an interim street section for Peach Hill Road east of
Spring Road as shown in Exhibit "B". This street section
consists of a 40 foot pavement width, 53 feet of
right-of-way, and an additional 13.5 foot (15 feet opposite
the catholic Church) Irrevocable Offer of Easement for
street, meandering sidewalk and landscape purposes on each
side of the right-of-way.
