This is near completion, and the final report should be presented to the Council within four weeks. Over the last year, independent of the study, the City has moved forward with several improvements, some of which parallel the recommendations and needs identified in the study. One of the items is the need for additional secretarial support personnel. This is most apparent in the Community Development and Administrative Services areas. It is recommended that the Council authorize an Administrative Secretary position in the Administrative Services Department. This position would provide support not only to Administrative Services, but also support the Public Works Director's position which was authorized by the City Council, on an interim basis, pending completion of a study by the City Staff concerning establishment of an in-house City Engineer and/or Public Works Director position. The current floating Secretary who is shared by the Community Development Department and the Administrative Services Department would be transferred, full time, to the Community Development Department. This position would continue to provide primary back-up for the Receptionist. Due to vacancies in the Community Development Department 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 The Honorable City Council February 2, 1990 Page 2 through the Fiscal Year, it is not necessary to transfer any additional funds to that Department to cover the additional hours of secretarial support. The Administrative Services Department did not project these additional personnel costs in Fiscal Year 1989-90 Budget, but has experienced savings in the Insurance Services Line Item which could be used to absorb these additional costs. It would be necessary to transfer $7,500 to the Department's Personnel Services Account from the Insurance Services Line Item 648 in order to implement this additional staffing level. The Administrative Secretary's position should be filled within the next four to six weeks, if this is authorized by the City Council. RECOMMENDATION Staff recommends amending the Fiscal Year 1989-90 Budget and transferring $7,500 to Administrative Services' Personnel Line Item (502) from Administrative Insurance Services Line Item (648) . Further, staff recommends increasing staffing levels in the Community Development Department to include a full secretarial position; and the Administrative Services Department to include a full Administrative Secretary's position. The attached table indicates the revised staffing of both Departments.
