Council FROM: Susan Cauldwell, Administrative Assistant DATE: February 1, 1990 SUBJECT: RESOLUTION INITIALING PROCEEDINGS FOR THE ANNUAL ASSESSMENTS FOR THE "PARKS MAINTENANCE ASSESSMENT DISTRICT NO. AD-85-1": AND ORDERING PREPARATION OF THE ENGINEER'S REPORT Annual assessments for the :irks Maintenance Assessment District (AD-85-1) are determined throu,4n the preparation of the Engineer's Report. This report (which required by State law) evaluates the benefits received by various asses of properties and spreads the costs according to an approved qethod of distribution. The estimated annual maintenance costs and quisite maintenance program are also part of the report. A copy of the Engineer's Report for the current year has been previously providf to the Council . This report explains the method of spread and relate ma .ter Assessments were levied for the FY89-90 fiscal year. The cost for preparation of the Engine ' x Report has been included in the adopted budget for FY89-90 The purnose of the proposed Resolution is to formally authorize initi. : ior ,f the process and to direct the City Manager to secure the serr :*` ' qualified engineer to prepare the necessary Engineer' s Report As the Council may recall , Dw ,;ht French and Associates submitted a two-year proposal in 1989 for t'`e preparation of the Engineer' s Report for AO-85-1. The cost for the FY89-9C report was $3,700 plus direct expenses. The cost for t°e YqC-H report is $2,900 plus direct expenses. The FY89-90 budget includes $3 'On for preparation of the Engineer' s Report for AD-89-1 for FY9O-91 STAFF RECOMMENDATIONS 1. AD-85-1" FOR THE FISCAL YEAR ';OMMENCING JULY 1, 1990 AND ENDING JUNE 30. AND ORDERING THE ENGINEER TO PREPARE `ND RILE A REPORT IN ACCORDANCE THEREWlrF WHEREAS, pursuant to the prov lots of the "Landscaping and Lighting Act of 1972r, being Division 15, Port of the Streets and Highways Code of the State of California, the City Council of the City of Moorpark, by its Resolution No. 85-206, adopted June 17, 1985, ordered formed the "Parks Maintenance Assessment Dist-ict No. 8D-85-1«, and confirmed and levied the assessments approved th,erehy [nr the fiscal year commencing July 1, 1985 and ending June 30, Y986; and has confirmed and levied the assessments approved thereunder fueach subsequent fiscal year, except the fiscal years commencing July , ]987 and ending June 30, 1988 and commencing July 1, 1988 and endino ure 3r. 1989.
