BACKGROUND:

At the Council meeting of Januar , l', 1990, staff presented Revised
Rules, Regulations and Fees for Rental of the Community Center to /'
Council for consideration. At L^ at Lime. Mrs. Vicky Perez presented \�^
Council with an independent r'' schedule for ntal of banquet
facilities she conducted.
Upon receiving Mrs. Perez' fee :heUulo. Council requested staff to
review that fee schedule and prepa '. a report for Council review.
Attached for Council review and /ns/deration 1s a rental fee survey
conducted by staff. The survey -^r naser upon use of a banquet room
for six hours for 200 people.
When conducting the survey, sta'' found considerable conflict between /
private and public facilities. np private facilities absorbed many
costs that public facilities charce for: security, staffing, kitchen,
cleanup, liability and property |amaq^ osurance and security/damage
deposit. A! l types of alcohol nc|udixl beer, wine, champagne and
hard liquor. are al lowed because th' -e,erue generated from sales.

When comparing our proposed fees t other public agencies, our fees are
comparable with the exception o the security/damage d' "" t when

Additionally, it xor are experiencing difficulty in
recruiting and keeping good p^rr imp staff for weekend and evening
supervision of the Community Cente 3pca:se of this, full-time staff
must fill in, which �ndirecCly '0' * '' ^ h�gher than normal turnover
of this position.
In conclusion, staff feels the Jr(); s~c rats are not unreasonable and,
if approved, would not preclude 'nv `n~ from renting the Community
Center. Staff has no additional i D.-rratiL other than was provided to
