SUBJECT: AFFORDABLE HOUSING PROPCGA.. - WESTLAND COMPANY
Background
At the City Council's fleeting of December 20, 1989 the Westland Company
requested that the City Council consider removing their application fran
the General Plan Update in order to develop the Moorpark Ranch and Milling
property with affordable townhouses and market rate single family
residential dweLlings.
Tie subject site is approximately a 35 acre parcel located at 850 Los
Angeles Avenue just west of Liberty 3ell Road.
The actions of the Council at the December 20th meeting was to refer the
matter back to the Affordable Housing Carmitta=e, and to further continue
negotiations and discussion with the Westland Co. The Caanittee was
directed to report back to the Council with a tirngifrarre, possible funding
methods, and the percentage of affordable housing on the project for the
C.ouncil's review and consideration.
The Affordable Housing Cannittee met on the evenings of January 410
and 18 to discuss this proposal with the appl leant and among themselves.
Discuss ion
After the January 18th meeting the Affordable Housing Ccernittee requested
that the matter be returned to the -.ouncil inasfluch as they ware ready to
make reccarrerbdations:

The Cemmittee's recommendation regar iing the projects residential mix is as
follows:
A. 100 market rate single family detached residential units.
However, the applicant would like to provide 5 additional units
if design opportunities Tai 1 aLlow. ——
B. 10 affordable single family detached units available to moderate
(120% of Median) income households with a sale price of $180,000.
These 10 units shall not h less than 1,400 sq.ft.
C. 90 Market rate multi-family attached townhouse units.
D. 90 affordable multi-family attached townhouse units with
a target sales price of approximately $120,000 shall be ma
available to lower (80% of Med],an) income households.

As you can, see the Committee is :Lisa recommending that the affordable
units be provided within the two pro Act type5.
If the Council finds the Ccumittek- s recommendations to be in general
agreeable and determines that this project proposal continues to have
merit; then the next consideration 4auld be method of processing. staff
would like to point out that before anymore time is expended on the project
there should be movement towards a development agreement or same other form
of formal commitment. Council has the opportunity to request that the
Committee continue discussions if t above mix is in need of additional
review.
The Westland Company, with the concurrence of the Committee, is requesting
the Coumtr-to-aarttrxtEdrstaff to 1 • eed as ftalows:
A. /Accept an application from 6estland Company for the aforementioned
. housing mix and begin precessing a General Plan Amendment Zone
Change, Planned Development Permit and Tentative Tract Map.
