SUBJECT: City Participation in the 1990 Census
The following report recommend ., a strategy for the City of
Moorpark to become involved ; tie promotion of the 1990
Census taking place between MIrch 23 , and June 30, 1990.
After reviewing the potential ipa .:t of inaccurate data from
the census effort and analyz 19 what other agencies are
doing to insure that population counts in their jurisdiction
are as accurate as possible, stiff is recommending a public
outreach program. The prim- 7y target of the outreach
activities will be the entra areas of Moorpark including

Background
The last census conducted in tt. City Moorpark took place
in 1980 with limited assistance frcm local public officials.
Even with substantial local TJr-t , (such as in the City
of Oxnard) , it is estimated ti • 3 . 4% of the population was
not counted.
Since July of 1989, City stat has been working with the
Census Bureau in verifying li-Acal boundary maps and
housing unit estimates. Thu f staff has identified some
discrepancies in the maps, and the city has assertively
addressed these concerns .!it the Bureau. Pre-census
housing unit estimates have tr- cetermined by staff to be

The second aspect of local s: )port for the census effort
involves the development of 1 punlic outreach program.
Staff has been following the rade' programs of the City of
Oxnard and the City of San 1ernando in order to better
:lderstand and pain fez LL aprz,:pac', for Moorpark.
Discussion
An accurate enumeration of ty population will have a
direct impact on funding from ertain State subventions and
grants. Statistics from the Ceasus, (such as identification
of low and moderate income nei ;hborhoods, senior citizens,
and ethnic groups) , can also -Lelo the City in developing
future service policies.
Several State and Federal reve: Jes received by the City are
appropriated based on popul : ion and per-capita income
statistics including; the Ga. Tax, Local Transportation
Fund, and Motor Vehicle In-lie . Tax. Staff estimates that
a population count which is 5% ow, equates to approximately
$75,000 per year loss of rev, nue of the above mentioned
revenues. The 1990 count c- i 't be adjusted except for
documented growth, until the r census is conducted.
Moorpark can work towards a suring accurate population
counts by implementing an asse-tive public outreach effort
which encourages all resident . to respond to the Census
questionnaire. The City of s. a Fernando and the City of
Oxnard are very concerned a-.)oi. the accuracy of the Census
effort. Both cities have apprized budgets for census staff
and public awareness. Staff h. reviewed these programs as
well as the Census Bureau co: :qt a "Complete clautm --

Public Outreach
The Complete Count Committee , ; a qr- up of citizens which
represent the diverse segment. o: the community. Some of
them, of course, would be peo le relied upon for guidance
and advice. Representatives 7:ay include labor leaders,
church representatives, scho representatives, elected
officials and social service organizations. This group
becomes educated in the importance of the census, assists
City staff in the final dev, .cixnen!: of public outreach
strategies, and acts as the nei ;hbornood contact responding
to questions and concerns th .: ,1,1)] ic may have.

Staff has created a tentative strategy for this program,
estimating an approximate min mum cost of $1, 471 for all
materials and non-City servi( s. The schedule - involves
direct and indirect contacts h the :.-ommunity. Attachment
B summarizes the proposed strat gy for the outreach program,
and details the estimated cost of conducting this effort.
The City would advertise parti7ipation as well as offering
assistance to those who need . elp interpreting the Census
questionnaire. During the fist few weeks of April, the
City may offer office space for Census employees, and
support from County staff who in Help in clarifying issues
for the public and translate i formation as needed.
The Complete Count Committee wcald review this proposal and
make changes as needed in orde to assure that the City is
successful. The Committee 4ould he presented with a
comprehensive package of inf rmation to assist them in
developing a final strategy for oul,lic outreach at the first
meeting in February.
In summary, a small investmen• of time and money can help
the City to reach the public, soLi :77: t their support, and
assure adequate funding from . ne sources of revenue which

The following information surmarizes staff's proposal for
public outreach to encourage a 1 citizens to participate in

Strategy
By utilizing local press, raJio and direct mail, public
outreach can be accomplished through flyers, letters, public
service announcements, and ad . ertisements. The census is
being conducted in three pha:-,es, therefore, the strategy
attempts to maximize the outre. hat each of the three steps
as follows:
February - Organize the Comple:e Count Committee and
finalize all materials t.) 1 - used for public outreach
March 1 to March 22 - Prepare advertisements, flyers and
letters with the help of tt Complete Count Committee
March 23 to March 31 - DistriL (to the first of three
phases of outreach attempt:- including a letter to all
known addresses in the downt. wn area, including apartments
