SUBJECT: Consider Authorization to Loan Funds to Caltrans
to Construct Improvements at Southeast Corner of
Spring Road/Los Angeles Avenue/High Street
Intersection
As the Council is aware, the city has been seeking
improvements at the subject ocation for approximately five
years. Caltrans agreed to oLrain the necessary right-of-way
and construct improvements a the southeast corner and the
City the northwest corner. The City fulfilled its obligation
in 1987/88. The City has bec,n informed that while Caltrans
finally obtained the right-ol -way, it did not have funds to
construct the improvements i: the current fiscal year. The
apparent cost estimate for t: .s is $40, 000.
Unocal is obligated to reloca _e the existing sign. The City
has suggested that Caltrans entertain a loan from the City
to allow the project to be Astruced at this time.
Dave Roper, representing Jen / Baxter, District 7 Director,
indicated that the loan suggstion is acceptable, however,
Caltrans cannot guarantee ween (;r- if the City would be
repaid. He stated that ' he California Transportation
Commission would have tc apprwe the funding for
reimbursement and that the ou' cone of the June, 1990 vote on
SCA-1 (Statewide Gas Tax Inclease) night determine if funds
would be available. He furth( [ !;tated that the future status
of so-called minor project ;uch as this project, is
unclear.
After further discussion wit! Mr . Roper, it was clear that
Caltrans' preferred choic.7, : to have the City not only

Caltrans' preferred choice L to have the City not only fund
the project without reimburs(,ment by Caltrans, but also for
the City to take over administration of the project. He
stated that Caltrans would expedite the permit processing and
provide gratis inspection. Memorandum of Understanding to
accomplish this arrangement ould be authorized in three to
four days and require District-level approval only. On the
other hand, a cooperative a4reement to implement the loan
provisions and the usual projct report process would require
three to four months.
If the City assumes project administration and coordination,
it would probably add 15-20°, to the cost and still require
an informal bid process of f -1r to 5ix weeks.
I continue to find it amaz ng that Caltrans cannot find
$40, 000 to fund this longstaniing project. I recommend that
the Council continue to offe the loan and pursue the most
timely option rather than a' T,uming responsibility for the
project lacking full reimbufmment as well as contacting our
legislators for assistancc ti , matter.
