BACKGROUND
The need to monitor storm water f wr. entering and exiting the City was
identified over a year ago. To ti it eirl. ends in the amount of $16,000
(01-117-906-8) have been hudgetec Jo' the construction of facilities
necessary to provide the required low readings. Implementation of this
decision required pursuit of sever,' to kr; , nclud.ing:

A. Project Design Alternatives
The report previously presen' c -it fol-tb certain alternative design
concepts. These alt:ernativ, lay , been modified subsequent to

C. Meters vs. Calculations
Alternate "C" provides for strc•amgages to the Arroyo as it enters the
City and as it leaves. Alterna v "A" provides for only one streamgage
(Hitch Boulevard) and relies :"lculations based upon theoretical
models to derive the amount. ILow r'ntering the City. It would
appear that meters would`=be preTerahle. The engineers claim, however,
that both methods can be goo. or bad depending upon circumstances
(date, models, formulae, met nstillation, maintenance, etc. ).
Experts can be found in ;np ,r A and in opposition to either
approach.
RECOMMENDATION
It is the recommendation of tl. 1+ tic:i I Committee that the City
Council take the following action,
1. Select Alternate "A" as r n n .,rim measure;
2. Approve the Cooperative weenier, (Exhibit "D"), subject to
approval of the languor, !r ill(' City Attorney and the City
Manager;
3. Authorize the Mayor to a .. ;a d Agreement on behalf of the
City;
4. Defer action on the instal 't ( 1, writer shed Bristol Gages.
5. Direct staff to continue t work w th the Flood Control District
to determine the feasihil y f c instructing a streamgage near
the easterly City limit

COOPERATIVE AGREEMENT BETWEEN
VENTURA COUNTY ANP 11FF. C t Ty OF MOORPARK
On this day r,i __ _ _ 1990, the County of
Ventura (County) and the City of 1u( ,. 0 ; t7) agree as follows:
I. PURPOSE: To cooperate tier Installation and operation of
certain additional equ:ip' enr • o enhance the data collection
capability of the County' hv-lrolrgic: data telemetry collection
system. Such equipment s1 ; 1 he n trained by the City and owned,
maintained and operated h t.tu• :o nty as a part of said system.
Hydrologic data from this tddit rr a1 equipment shall be used to
calculate and determine he -arroyo Simi storm water flows
generated from drainage r is 41: he the City of. Moorpark.
II. SUPERVISION: The operatL mtdrr his agreement will be jointly
conducted by the parties . i+ l th, City Council of the City of

III. RESPONSIBILITIES:
A. City shall provide cquilnent described in Exhibit "A"

letter of conveyart ( : ii•i:.y, said letter to include a
final cost account ;ry 1 i : -rests for said installation.
B. County shall:

agreement is r egrated into the system as soon as
possible and pr• 1.er y operated for use in hydrologic

operation.
