PROPOSED ACTION:
Establish speed limits on he anove subject road as
recommended in the attached : eport. The recommended speed
limit along Tierra Rejada Pc d east of Moorpark Road is
50 mph.
BACKGROUND INFORMATION:
The City Council recently d rected the City Engineer to
provide an Engineering Stud and make a recommendation
concerning the establishment of posted speed limits on
various streets within the Cite . Recently, the City Manager
added to the list Tierra RejziJa. RoaC east of Moorpark Road
' ' which currently has no postc speec limit. This report,
acting as an addendum to the November 12, 1985 Engineering
and Traffic Survey Report, corists of a radar speed survey,
investigation of traffic accident reports, and an
examination of site distance incl other local features, has
been prepared. The report r, commen,5s the establishment of
speed limits as previously state,: and attached is a
Resolution for the City COU7C I 3 ccrILderation.

THE CITY COUNCIL OF MOORPARY dc, s tereby resolve as follows:
Section 1. An engineer nc speed survey has been
conducted on Tierra Rejada Roa( east. Moorpark Road. The
City Council finds that:
Section 2. The speed lin on Tierra Rejada Road east
of Moorpark Road is 50 mph.
Section 3 . Based upon the aforementioned findings, the
City Council hereby directs the City Engineer to post speed
limit signs on the above mentic ee street.

ADDENDUM TO CITY MQORPARK
ENGINEERING AND TRAIE_C SURVEY
DATED NQVEMBEI,
INTRODUCTION
This Engineering and Traffic Sur'. t.!y i3 intended to be the
basis for the establishment and enforcement of the speed
limit for Tierra Rejada Road east of Moorpark Road in the
City of Moorpark . This survey requested oy the City so that
speed limit can be established along Tierra Rejada Road east
of Moorpark Road, is an addendun to the Engineering and
Traffic Survey Report submitted Nc ;embtr 12, 1985.
This Engineering and Traffic survey was conducted in
accordance with the procedures . utlinec in the State of
California Traffic Manual as recu red bn, Section 627 of the
Calfornia Vehicle Code.
DATA COLLECTION
Data was obtained regarding . :ie prevailing speed of
vehicles, collisions, visibilii ' restrictions, roadway
conditions, pedestrian activities, onstreet parking ,
proximity of schools, and land ust_ adjacent to the roadways.
Radar speed measurements were concucted on December 31, 1985
and was charted on motor vehicle speed forms which will be
available under separate cover . The results of the speed
measurements are presented on tt.-' Engineering and Traffic
Survey forms in the appendix cI r,his report. Highway,
traffic, and road side condi ions were analyzed for
conditions not readily apparent t rnotorsts .
The criteria and operational pros lures described below were
applied for utilization of ele •tronic radar to measure
speeds on Tierra Rejada Road . A. specific location was
selected after considering the fo .c� iag

c. Noncongested traffic fl w away from i-'.tersec-
tions, major drivewa s, c_osswalks, railroad
crossings, and unusual wring movements .

normal operations of a
The hours of radar operation was : es=ricted to daytime off
peak periods on the road (9:25 - 10 :00 a .m. ) . The
survey was conducted in high fog/ 1c.dy weather. The radar
unit was utilized and sustained i., an unrr,.rked vehicle.
The location where the spe ;. r•.•€ was taken was
approximately 800-feet east of t : inter_ ection of Moorpark
Road and Tierra Rejada Road, •e ?'ic ire 1) . For this
portion of Tierrl Rejada Road t ., . c 1.., ;arrently no speed
limit.
The accident rate for Tierra Re: oda Road is expressed in
accidents per million vehicle mi es (A/MVM) . The accident
data was obtained from computerized State Wide Integrated
Traffic Records System (SWITRS) Rejoc:s wnich are maintained
by the California Highway Patr ,. , and from the County
Sheriff's records. For the purpose cf this study, the most
recent information, (from July 1 981 June 30, 1985) , was
used.
SUMMARY
The Engineering and Traffic Surve.: sheets, presented in the
appendix, illustrate results of a thorough evaluation of the
available data and indicate a recommended speed of 50 mph on
Tierra Rejada Road. This recommended speed limit falls
within a 10 mile pace.
Roadway conditions such as numter of lanes and traffic
control devices are readily apparnt to ':he driver on Tierra
Rejada Road and should not _: luenc results of this
Engineering Traffic Survey.
The Legislature, in adopting Section 22585.5 of the
California Vehicle Code, has made it clear that it is their
intent that physical conditions ;ucn as width, curvature,
grade and surface conditions, or .ny other condition readily
apparent to a driver, in the absence of other factors, would
not require special downward spied ceiling, as the basic
rule of Section 22350 is suffici nt r=!gulations as to such
conditions .
The recommendation contained in ais report is intended to
establish the prima facie speed limit . Prima facie speed
limit attempts to advise the mot ,rist, and enforcement, of
the reasonable speed for a partic lar section of highway for
prevailing conditions. They ire not intended to be
absolute. All violations of these speed limits are actually
violations of the basic speed Iw (Section 22350 of the
California Vehicle Code) . Thi:. s atute :,tates that a person
shall not drive a vehicle at a peed geater than is safe
having regard for traffic, road . y Ind weather conditions .
