HomeMy WebLinkAboutAGENDA REPORT 1988 0727 CC ADJ ITEM 10A ITEM /&- , MEASURE "H" IMPARTIAL ANALYSIS BY CITY ATTORNEY* OF MEASURE TO DIRECTLY ELECT A MAYOR OF THE • CITY OF MOORPARK November , 19 The Moorpark City Council presently selects one of its five members to be the mayor . State law authorizes the City Council to submit the question of whether the voters of the City of Moorpark want to elect a mayor and four councilmen, rather than a total of five councilmen, and whether the mayor , if an elective position, should serve a two year or a four year term. The statutory powers of an elected mayor are the same as the statutory powers of a mayor periodically selected by the City Council. In addition, with the approval of the City Council, an elected mayor makes all appointments to boards , commissions, and committees, unless otherwise specifically provided by statute. The mayor pro tempore will continue to be selected by the City Council regardless of whether the mayor is elected by the people or selected by the City Council. If a majority of the voters of the City of Moorpark voLe in favor of directly electing the mayor of Moorpark, whether the mayor serves a two year term or a four year term will also be decided by majority vote . A "yes" vote on the question of directly electing the mayor by a majority of those voting will result in the election of the mayor of Moorpark beginning at the next regular councilmanic election in November , 1990 . A "no" vote on the question of directly electing the mayor by a majority of those voting will result in the city Council continuing the practice of periodically selecting the mayor of Moorpark from among its members.
