Consider an amendment to the Moorpark Municipal Code to provide requirements for Political (Campaign) signs. Staff Recommendation: Direct staff as deemed appropriate. D. Draft Comprehensive Planning Ordinance. A proposal to consider revising the City' s General Plan amendment process and a listing of required ordinance adoptions on selected subjects. 10. COMMENTS FROM COUNCILMEMBERS: A. Consider rotation of appointment to the Highway 118 Strategy Committee. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public Comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received. A limitation of 3 minutes shall be imposed upon each speaker. City Council Agenda July 13, 1988 Page No. 2 11. DISCUSSION/ACIION ITEMS: A. Consider a report concerning a draft tree preservation ordinance presented by the Ad Hoc Tree Preservation Committee, and another draft tree preservation ordinance. Staff Recommendation: Direct staff as deemed appropriate. B. Consider the placement of a traffic device at the pedestrian crossing located at Moorpark Avenue and Second Street. Staff Recommendation: Direct staff as deemed appropriate. E. Consider a report regarding sight distance at the corners of Spring Road and Roberts, & Spring Road and Second Street. Staff Recommendation: Direct staff as deemed appropriate. * C. Consider a draft Request for Proposal (RFP) to update the City' s Land Use and Circulation Elements of the General Plan. Staff's Recommendation: Approve the draft RFP and direct staff to send it to consultant firms. D. Consider a report concerning the regulation of campaign financing/spending. Staff Recommendation: Direct staff as deemed appropriate. F. Consider a report regarding the proposal by Blue Star Ready Mix to extend their existing Conditional Use Permit and add an asphalt batch plant. Staff Recommendation: Receive and file the report and direct staff as deemed appropriate. H. Consider a potential settlement concerning Urban West Communities and UWC-Moorpark Investors vs. the City of Moorpark. Staff Recommendation: Direct staff as deemed appropriate. 12. ORDINANCES: A.
