Traffenstedt, ATCM /City Clerk 'DST DATE: January 11, 2001 (CC Meeting of 1/17/2001) SUBJECT: Consider Appointments to City Council Committees and Other Assignments BACKGROUND Attached is a revised City Council and Moorpark Redevelopment Agency Committee Assignments list (Attachment 1). On December 6, 2000, the Council confirmed the majority of the appointments shown on the attached list. At the December 6 meeting, the Council did request that staff reschedule this item and provide more information on the Ventura County Animal Regulation Commission and Regional Defense Partnership meeting dates and times. Further direction is also needed regarding which member of the Transportation and Streets Standing Committee will be shown as the Ventura County Transportation Commission (VCTC) Transportation Policy Planning Committee (TPPC) member (see Attachment 2 for a list of duties). Another appointment to be discussed pertains to Councilmember Millhouse's request at the January 3, 2001, regular meeting that the Council consider appointing a member to serve as a youth sports liaison. Further information is provided below regarding the above referenced Council appointments, as well as updates made to the Other Agency Appointments section of the attached list. DISCUSSION The Animal Regulation Commission currently meets on the second Thursday of each quarter at 9:00 a.m. at the Animal Shelter Facility in Camarillo. Based on previous direction from the City Council, a change to the meeting time to 4:00 p.m. has been requested. The revised meeting time will require a change to the meeting location, since the Animal Shelter facility would not be available at that time. The City's request will be discussed at the next meeting of the Animal Regulation Commission. The January 2001 Animal Regulation Commission regular meeting has been cancelled and a special meeting date has not yet been confirmed. L .� li W3 0 Honorable City Council January 11, 2001 Page 2 The Council should appoint a member and an alternate to the Animal Regulation Commission. The Regional Defense Partnership meets on the second Tuesday of every month at 7:30 a.m., typically at the County Government Center in Ventura. Currently the Mayor is shown as the member and the alternate is shown as any other Councilmember on the attached list. Staff recommends that this be assigned to the Economic Development Committee with those two members ( Councilmembers Harper and Millhouse) deciding who will be the representative and alternate. In the event neither of those two Councilmembers could attend a specific meeting, the Mayor or another Councilmember could be asked to attend. The Council should confirm which of the Transportation and Streets Standing Committee members ( Councilmembers Mikos and Millhouse) will serve as the TPPC member (reference Attachment 2). If the Council determines to appoint a member as youth sports liaison, as requested by Councilmember Millhouse at the January 3 meeting, that appointment could be added under Other Assignments. Several updates have been made to the Other Agency Appointments section of the attached list. Councilmember Wozniak's appointment to the Ventura County Transportation Commission for a four -year term expiring January 2005, and his continued appointment to the League of California Cities Transportation, Communications and Public Works Policy Committee for a one -year term ending January 2002 are now shown. In addition, the selection of Councilmember Mikos as the city member to the Fox Canyon Groundwater Management Agency Board of Directors for a two -year term ending February 28, 2003, has been added to the Other Agency Appointments. In summary, staff is recommending that the Council make the following appointments: 1. Appoint a member and alternate to the Animal Regulation Commission. 2. Assign the Regional Defense Partnership appointment to the Economic Development Committee and provide direction regarding Councilmember names to be listed for the member and alternate. 3. Determine which of the Transportation and Streets Standing Committee members will serve as the TPPC member, with the other Councilmember to serve as alternate. 4. The hearing board for this process is the VCTC's Transportation Policy and Planning Committee (TPPC), which consists of elected officials from the respective city councils and county board of supervisors. Attached for your review is a roster of last year's committee members, along with a summary of the duties of the hearing board, and the schedule of the unmet transit needs process approved by the Ventura County Transportation Commission (VCTC) at its December 2000 meeting. CM tr E "d DUTIES OF THE HEARING BOARD The VCTC has adopted guidelines regarding the responsibilities of the TPPC as they serve as the VCTC's Hearing Board for the Unmet Transit Needs Process. The guidelines are as follows: To receive testimony and make recommendations concerning unmet public transportation needs and the disposition of claims through the Ventura County Transportation Commission. These recommendations could be made in three ways: The Hearing Board could not find that there are no unmet transit needs; or 2. The Hearing Board could find that there are no unmet transit needs that are reasonable to meet, or 3. The Hearing Board could find that there are u=mJ 1;an5� heeds, including needs that are reasonable to meet. The fact that an identified transit need cannot be fully funded based on the available resources shall not be the sole reason for finding that a transit need is not reasonable to meet. Also, the determination of needs that are reasonable to meet shall not be made by comparing the transit needs with the needs for streets and roads.
