HomeMy WebLinkAboutAGENDA REPORT 2001 0117 CC REG ITEM 11GTO: FROM Date: CITY OF MOORPARK AGENDA REPORT Honorable City Council ITEM 1 1 • G . of l 11 [2D0\ AC ZooI- l$iD Wayne Loftus, Acting Director of Community Development /o Prepared by: John Libiez, Planning Manager /Advanced January 5, 2001 (For CC Meeting of 1/17/01) SUBJECT: CONSIDER ADOPTION OF A RESOLUTION DIRECTING THE PLANNING COMMISSION TO SET A PUBLIC HEARING AND PROVIDE A RECOMMENDATION ON A ZONING CODE AMENDMENT RELATED TO PROVISIONS FOR RECREATIONAL VEHICLE PARKING AND STORAGE IN RESIDENTIAL ZONES BACKGROUND: Investigation of complaints received concerning recreational vehicle parking determined that the current Zoning Ordinance provisions related to recreational vehicle parking and storage were in need of revision. A resolution has been prepared for Council consideration that would allow the Planning Commission to consider appropriate amendments to the Zoning Code. Adoption of the attached resolution will permit the Planning Commission to conduct the appropriate study, and hearings in order to consider an amendment to the Zoning Code. DISCUSSION: The attached Resolution for Council consideration will allow the Planning Commission to consider appropriate amendments to the affected sections of the Zoning Ordinance. The requested code amendment would not require an amendment to the General Plan and will more clearly define standards for RV parking. STAFF RECOMMENDATION: Adopt Resolution 2001 - ATTACHMENT: A. Resolution 2001- C'1L'1 11-$ ) RESOLUTION NO. 2001- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DIRECTING THE PLANNING COMMISSION TO STUDY, SET A PUBLIC HEARING, AND PROVIDE A RECOMMENDATION TO THE CITY COUNCIL PERTAINING TO REVISIONS TO TITLE 17 OF THE MUNICIPAL CODE, TO DEVELOP REGULATIONS RELATED TO PARKING AND STORAGE OF RECREATIONAL VEHICLES IN RESIDENTIAL ZONES WHEREAS, Section 17.60.020 of the Municipal Code provides that the City Council may initiate proceedings to consider amendments to the Zoning Code by the adoption of a resolution of intention requesting the Planning Commission to set the matter for study, public hearing, and recommendation within reasonable time. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Council does hereby authorize the initiation of proceedings to consider an amendment to revise the Zoning Code for the purpose of considering amending regulations and standards relating to the storage and parking of recreational vehicles within residential zones. SECTION 2. That the Planning Commission is hereby directed to study, set a public hearing, and provide a recommendation to the City Council pertaining to amendments to the City of Moorpark Zoning Code for the purpose of considering regulations and standards relating to the storage and parking of recreational vehicles within residential zones. SECTION 3. That staff is directed to send U.S. mail notice to all owners of property within the Cloverdale neighborhood concerning this proposed Zoning Code Amendment. SECTION 4. The City Clerk shall certify to the adoption of this resolution, and shall cause a certified resolution to be filed in the book of original resolutions.
