Chudoba, Senior Management Analyst KG DATE: December 22, 2000 (CC Meeting of 1/3/01) SUBJECT: CONSIDER PURCHASE OF HYBRID VEHICLE, EXCEPTION TO COMPETITIVE BIDDING REQUIREMENTS, AND ADOPTION OF RESOLUTION NO. 2001 - AMENDING THE FISCAL YEAR 2000/2001 BUDGET BY APPROPRIATING AN ADDITIONAL $700 FROM THE TRAFFIC SYSTEM MANAGEMENT FUND FOR A HYBRID VEHICLE BACKGROUND The Fiscal Year 2000/2001 Budget includes $20,500 for an alternative fuel vehicle in Code Enforcement. Staff recommends purchase of a 2001 Toyota Prius, a hybrid (gasoline- electric) car, by "piggybacking" on the City of Camarillo's bid award. DISCUSSION On September 20, 2000, the City of Camarillo invited sealed bids for five 2001 Toyota Priuses. On October 23, 2000, the bids were publicly opened and read. On November 15, 2000, the Camarillo City Council awarded the bid to Toyota Towne of Simi Valley. The bid price per vehicle of $19,720 (plus tax) is under the manufacturer's suggested retail price of $20,450. The total cost per vehicle is $21,198 (including tax) . The bid includes a factory- authorized, three -year or 36,000 -mile, bumper to bumper warranty. On December 21, 2000, Toyota Towne agreed to extend this bid to the City of Moorpark. To take advantage of the offer, the City Council must approve the sole source purchase as an exception to the City's competitive bidding requirements. (Moorpark Municipal Code Section 3.04.120 allows the City Council, by majority vote, to waive the purchasing procedures to fit a specific purchase, when such waiver is not in violation of state law.) �. �` it 3 U Honorable City Council December 22, 2000 Page 2 If the City Council approves this exception, Moorpark would "piggyback" on Camarillo's bid award to shorten the procurement schedule by about 60 days. The vendor guarantees delivery of the vehicle within 120 days of receiving the City's purchase order. The Toyota Towne bid exceeds the budget allocation by $698. Therefore, staff requests a budget amendment to appropriate an additional $700 from the Traffic System Management Fund for a hybrid vehicle. STAFF RECOMMENDATION 1. Authorize purchase of a 2001 Toyota Prius (as specified in City of Camarillo Bid AS- 2000 -9) from Toyota Towne of Simi Valley for $21,198 (including tax); 2. Approve Resolution No. 2001- amending the Fiscal Year 2000/2001 Budget by appropriating an additional $700 from the Traffic System Management Fund for a hybrid vehicle; and 3. Approve the sole source vehicle purchase as an exception to the City's competitive bidding requirements under Section 3.04.120 of the Moorpark Municipal Code. (ROLL CALL VOTE REQUIRED) RESOLUTION NO. 2001- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2000/2001 BUDGET BY APPROPRIATING AN ADDITIONAL $700 FROM THE TRAFFIC SYSTEM MANAGEMENT FUND FOR A HYBRID VEHICLE WHEREAS, on June 21, 2000, the City Council adopted the Fiscal Year 2000/2001 Budget, which includes $20,500 for a hybrid vehicle; and WHEREAS, on January 3, 2001, staff presented the Council with a report that requests a budget increase in the aggregate amount of $700, and the appropriation of said amount for the purchase of a hybrid vehicle; and WHEREAS, Exhibit "A," attached hereto and made a part hereof, describes said budget amendment and its resultant impacts to the budget line items. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment to allocate an additional $700 from the Traffic System Management Fund and appropriate said amount to the line item for purchase of a hybrid vehicle as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
