Approve Amendment to Moorpark Soccer Club Use Agreement
The City Council is being asked to amend the City's Use Agreement
with Moorpark Soccer Club (MSC) to include soccer practices at
Peach Hill Park between January and March, 2001. The Club's
existing Agreement incorporates the use of Campus Canyon Park only.
DISCUSSION
The existing Use Agreement stipulates that MSC may have use of
Campus Canyon Park soccer field during their regularly sanctioned
season held during the months of August through November. This
Agreement is similar to those with other youth sports groups such
as AYSO, Moorpark Little League, and Moorpark Girls Softball
Association. The Club is making a request to expand their use to
include Peach Hill Park because one of their teams qualified to
compete in a State sanctioned soccer tournament in conjunction with
the United States Soccer Federation State Cup. Using Peach Hill
Park would allow the Club to practice in the evening because the
park has a softball field with lights that non softball groups
often rent to practice under. The Club is also requesting the use
of Miller Park. Their request includes using these two parks Monday
and Thursday evenings from January 18 through March 8, 2001, which
is not currently covered by the Use Agreement.

competition between the first of January and end of March, 2001 and
any year thereafter for the aforementioned purpose. If MSC wishes
to use the lights on the softball field, it would be allowed to do
so pending no other scheduled City sponsored softball activity
conflicts with these dates. MSC would pay direct cost for use of
the lights but not for the use of the field. This action is
consistent with the way the City handles requests from the other
youth sports organizations that use field lights during the dates
covered by their Use Agreement. All requests made by youth sports
organizations to use parks and park amenities for dates not covered
by Use Agreement include the appropriate park rental fees.
it is anticipated that Miller Park will be open to the public by
mid February, 2001. However, the park's turf will continue to
require additional overseeding until the turf has completely filled
in. Additionally, the entire turf area should not be used for
concentrated activities for several months to allow it to become
more established. Staff recommends that the City not authorize
organized activities on the turf until May, 2001.
RECOMMENDATION
Approve an amendment to the Use Agreement with MSC allowing the
use of Peach Hill Park between January and March, 2001, as
discussed in this Agenda Report, and authorize the City Manager
to execute the Amendment.
