DATE: September 14, 1989 (Council Meeting 9-20-89) SUBJECT: Consider Establishment of Mission Statement, Goals and Objectives for Economic Development For over two years, the City and Chamber of Commerce have been formally working together on economic development matters. This activity is principally channelled through the Chamber's Economic Development Committee (EDC) . The EDC currently has three City representatives (Mayor Brown, Councilmember Harper and the City Manager) and four Chamber representatives (Dick Cameron, John Newton, Tom Zanic and Chamber of Commerce President, Linda Plaks). When the EDC was formed, one of the first tasks was to define its purpose. It was with Council's acceptance of the EDC purpose that it authorized City funding for a portion of the promotional brochure. The EDC general purpose was established as follows: 1. Cooperation of City, Chamber of Commerce, development community and general public. 2. Expediting of planning process. 3. Development of an attractive overall community image. 4. Active solicitation of "desired" commercial and industrial projects. As the EDC has matured, there have been disagreements among members as occurs in most groups, but the members have consistently cooperated on EDC activities. Since the early spring of 1989, the EDC has been working on developing a set of goals and objectives to specifically build upon the general purpose that's been guiding us since 1987. The attached Statement of Mission, Goals and Objectives has gone through several drafts and has 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 The Honorable City Council September 14, 1989 Page 2 the unanimous support of the EDC members. This statement has also been endorsed by the Chamber of Commerce Board of Directors. It is recommended that the Council approve this statement so that the EDC knows that its efforts are consistent with City adopted goals and objectives. It is expected that a recommendation concerning City funding assistance for Chamber of Commerce staffing (proposed objective "0") will be forthcoming as part of the funding proposals for use of the "Gann" override monies in October, 1989. GOALS: 1. Create jobs. 2. Encourage greater diversity of retail/commercial businesses and services. 3. Expand tax base and increase revenues. 4. Preserve quality of life and environment. 5. Revitalize downtown area. 6. Develop/maintain good community image. 7. Meet the recreational, social, cultural and commercial needs and desires of the Community. OBJECTIVES: A. Family entertainment, including movie theatres, bowling alley and cultural activities. B. Family shoe store. C. Home improvement center. D. Additional chain grocery and drug stores. E. Clothing/department/general merchandise store. F. Dinner house. G. Hotel/motel. H. Auto dealership. I. Consumer electronics. J. Clean light industrial. . • • K. Actively seek/encourage A-J, above, on appropriate sites. L. Reduce commercial vacancies. M. Consider allowing each commercial center a free standing directory sign on one street frontage. N. Establish Economic Development Director position. 0. Assist with full time staffing for the Chamber of Commerce. P. Cooperate with Chamber of Commerce to conduct special events sponsored by businesses and/or Chamber of Commerce, such as sidewalk or moonlight sales and arts/crafts shows. Q. Work with Chamber of Commerce to consider use of Business Improvement Act of 1979 for High Street. R. Develop and implement a specific plan (or comparable strategy) for downtown revitalization. S. Complement and take advantage of opportunities resulting from the connection of freeways 118 and 23. T. Investigate how much, type and where commercial and industrial zoning is desirable. U. Determine City's assets and liabilities (maintain and improve as needed) and overcome real and perceived problems with City's image. V. Improve traffic flow at peak times and circulation in general. W. Use redevelopment monies to improve infrastructure. X. Consider ways to improve processing time for proposed developments. Y. Consider need for, and if so determined, establish criteria for expediting projects that meet one or more of the above objectives. Z. Gather and keep current the information needed to achieve goals and accomplish these objectives. 897268.per 2
