MEMORANDUM

SUBJECT: FORMATION OF DISASTER COUNCIL
Pursuant to the adoption of Ordinance 89-106 (Emergency
Management) , the Moorpark Disaster Council has been created.
Members include the Mayor, City Manager, Deputy City Manager, Police
Lieutenant, Fire Chief, and representatives of civic, business, labor,
veterans, professional or other community based organizations, up to a
maximum of 15 members.
The primary purpose of the Disaster Council is to develop the
Emergency Management Plan. Community members of the Disaster
Council should also be utilized to disseminate information to and
encourage participation of their respective constituencies wherever the
opportunities exist. It is recommended that the Moorpark Unified
School District, Moorpark College, and Chamber of Commerce each
nominate one representative to the Disaster Council. It is also
recommended that three members from community organizations (e.g. ,
men's and women's service clubs, churches, etc. ) be appointed to the
Disaster Council. Membership will total eleven and all members will
serve at the pleasure of the City Council.
The Disaster Council will meet initially to review plan preparation
requirements and provide direction to staff. After that it will review
drafts of the plan and provide comments to staff. It is anticipated
that this work will be completed within six months of the first
meeting, After the plan is adopted by the City Council, the Disaster
Council will meet periodically to review the plan in light of new state
requirements and to conduct and critique disaster simulations.
Prospective members of the Disaster Council should be willing to commit
to all phases of the emergency planning process, Staff feels

continuity of membership is important to the success of this
effort.
Letters should be sent to the various community groups (mentioned
above) requesting nominations; nominations will be considered at the
April 19 City Council meeting. When the State approves Moorpark's
disaster ordinance and accredits the Disaster Council, the first
meeting will be called.
Staff Recommendation
That the City Council
(1) concur with the proposed Disaster Council membership, and
(2) authorize the City Manager to solicit for members of the Moorpark
Disaster Council.
