(COLMER) - APPROVAL OF PROPOSED PAD ELEVATIONS BACKGROUND INFORMATION Tract 4081 is located in the northwest section of the City of Moorpark adjacent to Grimes Canyon Road. A location map is enclosed for your records. The tentative map for Tract 4081 was originally approved by the City Council on January 6, 1986. On May 17, 1989 a revised tentative map was approved along with a time extension and additional conditions for this tract. The grading plan for Tract 4081 has been submitted to the City Engineer's office for review. The majority of the pad elevations shown on this grading plan differ by more than two feet from those shown on the revised tentative map approved on May 17, 1989. Per the City's conceptual grading policy adopted in August of 1986, any differences between the tentative map and the grading plan of over two feet must be reviewed and approved by the City Council. In a letter dated June 30, 1989 (copy enclosed) , the developer's engineer has requested that the pad elevations on the grading plan be approved as submitted. The City Engineer and the Director of Community Development have both reviewed the submitted grading plan, and agree that it represents an equal or an improved plan in regards to grading compared to the revised tentative map. The reasons that the submitted grading plan represents an improvement over the revised tentative map are the following: 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 ' July 10, 1989 Page 2 1. The amount of cut material within the tract is reduced. 2. No hauling of material from the tract is required. 3 . The pad elevations have been adjusted to fit in better with the final road grade. BOX 162 799 Moorpark Avenue SOMIS, CA 93066 Moorpark, California 93021 805 / 484-0581 ,.,..,/ JUL - 3 98 Re : Tract 4081 WILLDAN ASSOCIATES Grading Plan VENTURA Gentlemen: Questions have been raised regarding the differences in the pad elevations which are shown on the original 100 ' scale conceptual map that was approved by the City of Moorpark and the 40 ' scale Grading Plan that was submitted for Plan Check. The plans differ for several reasons . The most obvious is that on two or three lots , the contour numbers on the 100 ' scale plan were read in- correctly which resulted in an apparently large difference in the plans . The reason for most of the smaller changes was to reduce the amount of grading on the tract, to fit better with the final road grades and to properly balance the cut and fill within the tract . Ignoring the incorrect reading of the contours , there is a net reduction of 41 , 700 cubic yards of earth to be moved on the tract and the elimination of any need for exporting material from the tract . I believe that the grading which is shown on the Grading Plan is superior to the conceptual plan in accuracy, stability and overall suitability of the sites . I hope that the reduction of the grading quantities will meet with your approval and that you will approve the Grading Plans as being in substantial compliance with the conceptual plan .
