of 3 minutes shall be imposed upon each speaker.

SUBJECT: Moorpark Neighborhood Councils - Request Waiver of
Building Fees
Mr. Gregory, representing the Moorpark Neighborhood Councils, is
requesting a waiver of building fees for a candidates' forum. The
forum would be held at the Community Center on Tuesday, October 25,
1988, from 7:30 p.m. to 10:00 p.m.
News media will be invited to cover the event, which will include
television coverage.
Building rental fees for their requested event would be:
Multi-purpose room - up to 5 hours $ 80.00
One (1) additional staff person @ $10 per hr.
for three (3) hours $ 30.00
Cleanup deposit $ 50.00
$160.00
If building fees were waived, fees required would be:
Cleanup deposit $ 50.00
Staff - Two (2) @ $10.00 ea. for three (3) hrs. $ 60.00
$110.00
As the Commission is aware, in June you waived the building rental for
the VFW.

In the past, several requests have been made for candidates' forums.
By waiving the fees, a precedent would be set for future requests.
STAFF RECOMMENDATIONS:
1. Deny request for waiver of fees.
2. Recommend to Council one official night for a candidates'
forum be established which would be hosted by a recognized
nonprofit group; such as the Moorpark Chamber of Commerce.

SUBJECT: Moorpark Neighborhood Council Request for Facilities Fee Waiver
Attached is a letter, submitted by the Moorpark Neighborhood Councils,
requesting a facility fee waiver for October 25, 1988, from 7:30 P.M.
to 10:00 P.M. for the multi-purpose room, P.A. use, and the set-up
of 150 chairs plus the candidates set-up.
If the fees are not waived by the Commission, the charges of $130.00
would be applicable. If no actual fees were charged and applicant
was to be charged only for the staff charges, due to a time element,
2 staff people would be necessary for the set-up and a rate of $60.00
would be applicable. Also, a deposit of $50.00 would be required
for after-hours take-down and clean-up.
As for the use of the P.A. system, the staff does not have the
authority to authorize its use. This would need the authorization
of the City Manager.
It is my understanding that there are no monies currently available
in the budget for staff charges; therefore funds would be directed
from other sources, if fees and staff charges are waived.
Alternatives to the Council are:
1. Waiver of fees
2. Any combination of the above-noted fees.

Dear Ms . Beaver ,
The City of Moorpark Neighborhood Councils would like to co-
sponsor a candidate ' s forum in the Moorpark City Council
Chambers on Tuesday, October 25 , 1988 , from 7 : 30 p.m. to
approximately 10 : 00 p.m. We are asking that the fee for
the facility be waived because we are a non-profit group
sponsoring the forum in the public interest.
We request that seating for 150 be available , and depending
upon the number of candidates , at least 5 microphones and 3
to 5 tables with appropriate seating.
We are very interested in media coverage, and will be
inviting four local papers , Channel 63 (Oxnard) , Ventura
Cablevision, and Mountain Meadows Cable to participate , and
they may have special requests that will need to be
considered closer to the date of the event .

SUBJECT: Griffin Senior Park - Additional Playground Equipment
During the 1988-89 budget meetings, the Commission recommended an
ambitious park improvement budget which was approved by the City
Council. Within the budget $77,950.00 was allocated for improvements
at Griffin Park, which included $12,000.00 for playground equipment.
The Commission expressed interest in adding additional swings at the
park. Staff contacted several equipment vendors for equipment and
pricing information for swings. After reviewing the information, staff
is recommending the following be purchased from Iron Mountain Forage:
1. Heavy duty swing set, Model SH610
3 leg unit, 2 sections 101 high, 6 swings $ 745.00
2. Heavy duty swing seats (6) , Model SH1OBS
including chain and clamps - 6 @ $50 ea. $ 300.00
3. Swing hanger (6) for 3 1/2" O.D. pipe
$11 ea. $ 66.00
4. Tot seat, fully enclosed - 2 @ $48 ea. $ 96.00
5. Swing hanger (12) for 3 1/2" O.D. pipe
$11 ea. $ 132.00
