A. Consider Costs Related to California Parks and Recreation
Park Conference. Staff Recommendation: Select two
Commissioners for attendance to conference.

Recommendation: Conduct City-wide logo contest.

The next regularly scheduled meeting is Tuesday. November
12. 1991 (Monday, November 11, is a City Holiday).
Any member of the public may address the Commission
during the Public Comments portion of the Agenda.
SPEAKER CARDS MUST BE RECEIVED BY THE SECRETARY
PRIOR TO THE CALL TO ORDER OF THE MEETING. Speakers will
be heard in the order that their Speaker Cards are received. A
limitation of 3 minutes shall be imposed upon each speaker.
* Discussion/Action Items which are judged by the
Director of Community Services to be of high
priority.
Copies of the reports or other written documentation relating to each
item of business on the agenda are on file in the office of the
Secretary and are available for public review. Any questions
concerning any agenda item may be directed to the Secretary at 529-
6864.

SUBJECT : Consider Costs Related to California Parks
and Recreation Society Conference
As directed, staff presents the following costs related to
attendance to the upcoming CPRS conference in Long Beach,
March 5 to 8, 1992 .
DISCUSSION :
As previously discussed, funds in the amount of $1, 600 have
been appropriated in the current City budget for the above-
referenced conference . Additionally, staff informed the
Commission that Council ' s action was to limit the
Commission ' s attendance to this conference to two
Commissioners .
The Commission expressed a desire to send as many
Commissioners as possible to this conference and directed
staff to provide costs relative to attending the conference .
Presented for your consideration are conference costs :
Funds Appropriated 91/92 Budget $1, 600 (2 Commissioners
& Recreation Supervisor)
Conference pre-registration $120 per member
Late/On-site registration $150 per member
Daily attendance (exhibit hall

Travel by Car - Moorpark to Long Beach:
75 miles @ 27 1/2 cents per mile x 2 = $41 .25
Per Diem: $34 per day (advanced) or a maximum of $50 per day
based upon the following limits of $10 for breakfast, $15 for
lunch and $25 for dinner . Meals can be combined. (To
receive $50 per day per diem, individual attending must
complete a Claim for Reimbursement of Travel Expenses, in
final form, with supporting receipts or cash tickets within
ten (10) days of their return to the City Manager for
reimbursement, or refund of any overage. )
When considering attendance at this conference, please be
reminded that the Recreation Supervisor' s attendance shall be
fully paid from the budgeted funds . The remaining funds may
then be utilized for Commission attendance .
STAFF RECOMMENDATION:
Select two Commissioners to attend the 1992 CPRS Conference
in Long Beach, March 5 to 8 .

MOTION: Commissioner Stratton moved and Commissioner Volke
seconded a motion to recommend to City Council that the
Recreation Supervisor be funded fully to attend the C.P .R.S .
conference in Long Beach with the remainder of the budgeted
money divided equally among the other five Commissioners .
The motion carried by roll call vote 3-2, Commissioners
Thompson and Hall dissenting.
After voting on the motion, the Commission expressed concern
the motion did not clearly state their intent .
AMENDED MOTION : Commissioner Stratton moved and
Commissioner Volke seconded to amend the previous motion and
recommend to City Council the Recreation Supervisor and
Commissioners Stratton and Volke be funded fully from the
budgeted amount of $1, 600 to attend the C .P .R. S conference in
Long Beach and any remaining budgeted funds to be distributed
among the other three Commissioners to enable them to also
attend the conference . Unanimously approved .

SUBJECT : Annual California and Pacific Southwest
Recreation and Park Conference
BACKGROUND :
Annually, the California Park and Recreation Society hosts a
Park and Recreation conference . As you are aware, last
year ' s conference was held in Santa Clara, California, March
7 to 10 . This year ' s conference will be held in Long Beach,
California, from March 5 to 8, 1992 .
Funds are budgeted in the recreation budget, Conferences and
Meetings, Account #4 . 148 . 633, in the amount of $1, 600 for the
Commission and Recreation Supervisor to attend this
conference . In the past, the City has been able to fund the
full Commission ' s attendance to the conference . However, due
to a downturn in the economy and less than anticipated
revenues, the City has reduced the funding for all
conferences attended by Commissioners and staff to $400 per
person .
OPTIONS :
As this year ' s conference is within driving distance of
Moorpark (Long Beach) , several options are available for the
Commission ' s consideration to attend this year ' s conference :
1 . Pick three Commissioners ($400 each - additional $400
for Recreation Supervisor) to attend the conference .
This could be the basis to begin a rotational attendance
of the Commission to attend this conference .
2 . Pick two Commissioners ($600 each) to attend the
conference . Next year send the other three
Commissioners .

3 . Divide the $1200 equally among the five Commissioners
($240 each) .
4 . Share rooms so all could attend this year.
Whatever decision is made by the Commission, staff is
presenting this now so that the Commission may review their
calendars in anticipation of attending this conference . To
assure your reservations will be as requested by whomever
will be attending the conference, attendance plans should be
completed no later than your November meeting as overnight
attendance to meetings must have prior approval of the City
Council .
STAFF RECOMMENDATION:
1 . Receive the information.
2 . Direct staff to place this item on the October agenda
for discussion .
