NOTICE IS HEREBY GIVEN that a Special Meeting of the
Parks and Recreation Commission of the City of Moorpark is
hereby called to be held on Tuesday. December 11, 1990,

NOTICE OF PUBLIC MEETING
NOTICE IS HEREBY GIVEN that a public meeting will be
held before the Parks and Recreation Commission of the City
of Moorpark, California, on Tuesday, the 11th day of
December, 1990, beginning at the hour of 7 : 00 p .m. , in the
Council Chambers of City Hall of said City located at 799
Moorpark Avenue, Moorpark, California, for the purpose of
considering site locations for picnic shelters and restrooms
in various City parks .
Enclosed is a park site map showing the recommended
locations for development of a picnic shelter and/or restroom
in the park. Please review the proposed site location, and
if you disagree with the location proposed as shown on the
map, we would like to receive your input at our public
meeting as to where you would like the proposed facilities to
be located in this park.

SUBJECT : 43rd Annual California & Pacific Southwest
Recreation and Park Conference and Exhibit
Show; March 7 to 10, Santa Clara, California
Annually, the California Parks and Recreation Society hosts a
Recreation and Park Conference . This year ' s conference will
be held March 7 to 10 in Santa Clara, California.
This conference combines two sections : institute and
educational seminars and an equipment exhibit show. The
institute/educational seminars offer a variety of mini
sessions related to the parks and recreation field. The
exhibit show provides the opportunity to view the largest
cross-section of the most current and innovative products and
services available to the parks and recreation industry today
in California.
Funds have been budgeted in the FY 90/91 budget in the amount
of $3, 650 for the Commission and Recreation Supervisor to
attend this conference . Should all Commission members and
the Recreation Supervisor attend this meeting, funds of
$608 . 33 per person will be available to cover conference
expenses . Eligible expenses include:
Conference registration;
Lodging;
Meals;
Parking;
Mileage .

Attendance for this conference shall be subject to the
advance approval of City Council .
The City will make all arrangements for those Commissioners
wishing to attend this conference . Registration and lodging
fees will be prepaid. All other expenses will be estimated,
and an advance payment of 80% of the estimated total expenses
will be given to each Commissioner in attendance . Expenses
exceeding the advance payment may be repaid up to exhaustion
of the $3, 650 budgeted.
By pre-registering for this conference, we can save $30 per
person. Conference pre-registration deadline is January 31,
1991 . If an unforeseen event should occur after you register
which would prevent you from attending, a full refund may be
requested in writing prior to February 14, 1990 .
Upon return to the City,y, each Commissioner is required to
complete a Claim for Reimbursement of Travel Expenses form
and submit it to the City, with receipts, within ten (10)
days of the conclusion of the conference, which will be March
20, 1990 .
Costs related to the conference are:
Registration, per person $110 .00
Travel (est . 400 miles one way,
800 total) $167 .50
Lodging - $68/$92
4 nights - full conference $272-368
Air travel - Burbank to San Jose $ ?
As time is short, please review your personal schedules and
be prepared to inform Debra at your December 11 meeting if
you will be attending this conference .
This item will be presented for Council consideration on
December 19, 1990 .

SUBJECT: MEETING & CONFERENCE EXPENSE
On various occasions it will be necessary for City Officials - elected ,
appointed and Staff-to attend meetings outside the City or County on
city business. Such occasions fall basically into three categories :
A. Meetings/Seminars/Training Sessions which do
not require overnight accommodations;
B. Conferences/Training Session requiring overnight
accommodations , or which require an expenditure
exceeding $250 . 00;
C. Travel for regular/special meetings .
A. MEETINGS/SEMINARS/TRAINING SESSIONS (One day and return)
1. The cost of registration, meals, parking and mileage are
allowable City expenses. Attendance at City expense shall
be subject to the advance approval of the City Manager.
2. An individual proposing to attend at City expense shall
file a rough-draft copy of the Claim for Reimbursement
of Travel Expenses with the City Manager at least 72 hours
prior to the date of attendance.
3. The City Manager shall not approve such attendance unless
funds have been appropriated and are available for the
subject purpose.
4 . Wherever possible, registration fees will be paid in
advance by the City. The individual attending shall
advance all other necessary costs.
5 . Upon return to the City, the individual attending shall
complete the Claim for Reimbursement of Travel Expense,
in final form, and submit it to the City Manager for
reimbursement.
B. CONFERENCES/TRAINING SESSIONS (Requiring lodging)
1 . The cost of registration , lodging, meals , parking and
mileage are allowable City expenses . Attendance at City
expense shall be subject to the advance approval of the
City Council.
2. The individual attending shall file a rough-draft copy
of the Claim for Reimbursement of Travel Expenses with
the City Manager, at least 72 hours prior to the City
Council Meeting next preceding the date of the Conference/
Training Session .

3. The City Manager shall determine whether funds have been
appropriated and are available for said proposed expendi-
ture and shall recommend attendance/non-attendance based
on the availability of funds , proposed content of the
meeting and other meetings in the same general subject
area which may be scheduled later during the budget year.
4 . After approval by the City Council , Staff will make
advance arrangements to pay registration and lodging fees
and to make an advance payment in the amount not to
exceed 80% of the balance of the estimated cost.
5. Upon return to the City, the individual attending shall
complete the Claim for Reimbursement of Travel Expenses ,
in final form, and submit it to the City Manager for
reimbursement, or refund of any overage.
6. When the individual attending an approved conference is
accompanied by his or her spouse or another companion,
the allowable cost for lodging shall be only that which
• would be allowed if the individual were traveling alone.
The lodging and all other expenses of the spouse or
traveling companion are personal and not reimbursable
by the City.
C. STAFF TRAVEL - REGULAR/SPECIAL MEETINGS
Staff personnel assigned or directed by the City Manger to
attend area meetings, or special meetings which are scheduled
from time to time during the regular course of business , shall
be reimbursed for actual mileage, meal and other appropriate
expense on an actual cost basis.
Mileage expense for the use of a personal vehicle• for travel in
connection with categories A and B shall be at the rate of $ . 25 per
mile for the first 150 miles and $ . 20 per mile thereafter; provided,
however, that the total expense of said travel shall not exceed the
combined total of the. round-trip air fare to the destination , plus
the private vehicle mileage expense to and from the airport and
appropriate parking fees.
Attendance at a special meeting, in Sacramento/Washington, D.C. or
other City at which attendance by the City of Moorpark is deemed
urgent, and which occurs at a time which precludes advance approval
by the Council as a whole, may be authorized by the Mayor and one
other member of the City Council , subject to the ratification of the
expense at the next regular Council Meeting.
The provisions of this Section shall apply to Councilmembers and
members of the Parks and Recreation Commission and the Planning
Commission.

SUBJECT: Amendment to Moorpark Operating Procedures No. MOP-1
re: Meeting and Conference Expense
BACKGROUND:
The matter of expenses covering attendance by the spouse of a City
representative at an approved conference is not presently addressed
in our operating procedures regarding conferences and meetings. The
proposed amendment to MOP No. 1 will clarify that the lodging and other
expenses for only the individual attending on behalf of the City will
be borne by the City. Lodging and all other expenses of the spouse
are personal and not reimbursable by the City.
RECOMMENDED ACTION:
Approve Moorpark Operating Procedures No. MOP-1 , as amended-by
addition of paragraph B. 6.
