Reynolds Jr. , Management Analyst gy &. ii,tc , DATE: April 9, 1992 SUBJECT: Consider the Color of Windscreens for Tennis Courts The following report requests that the Commission consider the color of the windscreens to be installed at the South Meadows Park tennis courts. Staff is recommending the green color, and if the Commission wishes to discuss this matter in more detail, than the item can be pulled from the consent for this purpose. Discussion The City Council authorized staff to proceed with the selection of windscreens for the tennis courts. Attachment "A" is the report of recommending a vendor for this job, prepared by the Maintenance and Operations Supervisor. Attempting to finalize this project, staff was provided with a selection of two colors for the windscreens; black and dark green. A choice has to be made between colors, as this decision will impact the aesthetics of the park for next five to ten years. Staff researched the issue of windscreen colors by visiting the park and by talking the City's tennis instructor. The color green is close to matching the existing green fencing around the court. When asked of the tennis instructor which color he preferred, his response was that green is the most common color, and that the black screens are used where courts have been resurfaced in colors other than green, (blue for example) . He also expressed that the color did not impact the player's visibility of the tennis ball. The City's tennis courts are green, and therefore, staff is recommending green for the windscreen color. Included in the Commission's packet is a sample of the windscreen colors. This sample is the property of the vendor and must be returned to them. Staff encourages the Commission to take this sample to South Meadows Park and evaluate the differences as best as possible. Walter, Maint . & Operations Supervisor ,+( DATE : 2/26/92 SUBJECT: South Meadows Park Tennis Court Windscreen Recommendation BACKGROUND : South Meadows Park tennis courts completion will be the installation of a windscreen along the perimeter fence of the two courts. The tennis courts designed at South Meadows Park are: one double court approximately 80 ' x 100 ' and one single court approximately 40 ' x 90 ' . The windscreen will be an open mesh polypropylene to allow for free wind movement and be green in color. The windscreen will be nine feet (9 ' ) in height and encompass the entire fenced area, including gates . The manufacturer recommends a nine foot (9 ' ) windscreen over a twelve foot" (12 ' ) due to wind and debris can damage 'the. windscreen edge located at the bottom of the fencing. The windscreen will be attached with hardware in a manner that will not allow for theft or vandalism. The manufacturer reports the windscreen has a five (5) year or more life span before replacement is required. DISCUSSION: Three (3 ) windscreen companies were contacted via Fax with the South Meadows Park tennis court dimension diagram (see attached) . Windscreen West, Inc . does not install windscreens; therefore, no bid was received on installation costs . Windscreen West, Inc . does not manufacture twelve foot (12 ' ) windscreens, only 6 ' and 9 ' heichts_ 3 . Tomark Shorts. Inc. returned a bid for: A. $3 ,474.83 for nine foot (9 ' ) windscreen with air vents. B. $4, 474.83 for nine foot (9 ' ) windscreen with air vents installed. See attached bid. RECOMMENDATION: Award bid to Wind and Shade Screens, Inc. to install a nine foot (9 ' ) windscreen for $3 , 830 . 00 at South Meadows Park tennis courts. The Commission agreed the green windscreen was preferred over the black windscreen, but they favored the heavier texture of the black windscreen. Background Included in the many improvements installed at Griffin Park is the City's first lighted basketball court. As the first of its kind, no policy has been considered that prescribes when the lights will be used. As of this date, the lights are not turned on at night. Discussion Staff is working towards the procurement of a switch that will be connected to a timer and allow public access to the operation of the lights at the Griffin Park basketball court. This timer will also be regulated by a second timer that determines when the lights can be turned on. In this way, the lights will only be turned on after dark, and people won't be capable of turning on the lights after a specified time in the evening. Because the City does not use the lights, estimating the cost of the use has to be accomplished using a prescribed formula from Southern California Edison. In making these calculations, (Attachment "A" ) , the Maintenance and Operations Supervisor concluded that the lights will cost approximately $2 per hour. In other instances, the City has been able to offset the cost of lighting recreational activities when sponsored by the City, (softball, which costs approximately $1,600 per month) . The City is considering activities for the basketball court including a potential evening basketball league, or use of the facility for the dog obedience training. Details for these proposals do have to be worked out, and wouldn't be considered until next spring or summer. Staff is requesting that the Commission consider a policy for the lights and propose a schedule for the time clock, so that the costs of this feature can be included in the 1992/93 budget. Bids are currently being prepared for the installation of the timer, and staff is hopeful that the use of the lights will become available PAUL W.LAWRASON JR. The scheduling component needs to be evaluated in terms of weekends, holidays and weekdays, and in terms of the season. Standard Time, (generally November through March) , would require up to 4 hours of lighted play time from between 5: 30 to 9 : 30 each day. During Daylight Savings Time, the schedule could be established to allow for 2 hours of lighted play, between 7: 30 and 9 : 30 . Staff does not see a need to make special accommodations for weekends or holidays at this time, and to be sure that the lights are not available to persons close to the close of the park each evening, ( 10 :00) , staff proposes a 9 : 30 shut-off time. A 9 : 30 limit will most likely assure that users of the facility vacate the park when it closes. Staff estimates that this schedule will cost between $1 , 450 and $1 , 650 per year. Recommendation The Parks and Recreation Commission consider the schedule for lights at Griffin Park's basketball facility as follows: Standard Time Between 5 : 30 and 9: 30; Daylight Saving Time Between 7 : 30 and 9 : 30 .
