Reynolds Jr. , Management Analyst DATE: June 4, 1992 SUBJECT: Consider Arroyo Vista Community Park Tot Lot Improvements Summary_ The following report will present information provided to the City based on last month's review of architectural considerations for the selection of tot lot equipment at Arroyo Vista Community Park, ( "AVCP" ) . Background At the joint meeting between the Commission and the City Council, April 13 , 1992, the Commission learned about the design and status of improvements for AVCP. At this meeting, it was requested that the authorized dealer for Iron Mountain Forge play equipment, (Pacific Design Concepts is the only authorized dealer for the vendor in this area) , provide the Commission with a detailed proposal for developing the proposed tot lots at AVCP. On May 6, 1992 , the City Council appointed T.I . Maloney to design the landscape for the park. This decision allowed staff to invite the architect to the next Commission meeting, (May 11, 1992) , to discuss possible designs for the AVCP tot lot. This discussion was very helpful because the architect presented past designs and discussed the Americans with Disability Act, ( "ADA") requirements. The Commission learned that the ADA requirements in providing "equal access" was defined as meaning that if two tot lots are developed, both must have ADA suitable accessibility, unless the equipment provided to both is identical. In the light of this information, T.I. Maloney presented a sample playground drawing where two semi-circles meet, and allow ADA access to each of the two pieces of equipment within each semi- circle, (Attachment "A" ) . The Commission subsequently requested that staff provide these drawings to Pacific Design Concepts, and request that an Iron Mountain Forge proposal be presented at the June 8 , 1992, Commission meeting. Mayor Mayor Pro Tern Councilmember Councilmember Councilmember Printed On Recycled Paper Discussion Attachment "B" is the letter from staff to Pacific Design Concepts, formalizing the Commission's request for a proposal. This letter addresses the Commission's concerns and attempts to provide Pacific Design Concepts with a solid concept to build from. Attachment "C" is the result of Pacific Design's application of the T.I. Maloney design. The design address ADA requirements by combining concrete improvements with ADA accessible ramps. The concrete shortens the length of the ramp by providing a berm that rise from the sidewalk to meet the ramp. This saves space, play equipment costs, and the problem of children abusing long ramps, (with skateboards, etc. ) . Like South Meadows park, Pacific Design Concepts recommends that the swings be placed in a third area away from the play equipment. The total estimated price for providing the play equipment, swings and installation is approximately $38,000. The equipment is a combination of several different pieces presented in the catalogue, (15th edition) , but a review of the catalogue can help one to visualize the appearance of the proposed equipment. Although both pieces of play equipment can accommodate kids from 5 to 12 years old, the diagram labeled "project No: KB21167" will better accommodate older children, and the diagram labeled "project No: KB21168" will better accommodate younger children. John Mc Master of Pacific Design Concepts will be at the June 8, 1992, Commission meeting to discuss these designs and help the Commission to evaluate options. With John's input, the Commission may be able make a final recommendation to the Council for play equipment at AVCP. Recommendation That the Parks and Recreation Commission select a design of equipment for the Arroyo Vista Community Park. Attachments: A) T.I. Box 2927 Camarillo, CA 93011 Dear John: Please find enclosed the following information regarding the proposed Arroyo Vista Park Tot Lot and the Peach Hill Park Play equipment: tot lot- a draft plan that the Commission liked from the City's architect, T.I. Maloney, staff report to Commission, and the minutes from this discussion, and; Peach Hill Park, the staff report and Commission comments. Essentially, the Commission has requested your attendance at the June 8 , 1992 , meeting at 7:00 P.M. , to discuss the proposals from Pacific Designs for Arroyo Vista Play equipment and the upgrade of the Peach Hill Play equipment. If you could call me during the week of June 1 , 1992, then I can type a brief report on these items. Arroyo Vista Tot Lot The Commission and T.I. Maloney discussed the various concepts of tot lot design and ADA requirements. The Commission really favored the concept of the two intersecting circles shown in the attached drawing. The Commission now understands, that when the City develops two tot areas, that only if identical events are in both, can one be designed for ADA, and the other not. For variety, I think that they will prefer to have two tot lots designed with different events, requiring ADA accommodations at both. The notion of the swing area being separate from the play equipment may or may not be desirable- what is your recommendation? The emphasis is still on having one tot lot built within a year, with the contemplation of a second tot lot to be built in the future. This is contingent upon the architect's development of a final cost estimate for all landscape improvements. The primary tot lot will be near the ball fields. In regards to ADA, the Commission favored ramps over steps, due to the needs associated with the handicap parents, and because the definition of "reasonable accommodation" has not be decided by the courts yet. A discussion of matting materials for the ADA equipment would also be helpful. The Commission needs to evaluate the events proposed by each piece PAUL W LAWRASON JR. Peach Hill Park Costs for replacing the tot equipment (swing attached currently) with a new Big Toys piece with matching or improved events, and a separate tot swing, (maybe using the existing swing as we discussed) . Cost of making ,other improvements as we discussed to the larger pieces of equipment, that do not require a complete remodeling. An estimate to remodel the larger piece will help the Commission to see the advantage of taking this in small steps. You may wish to inspect the equipment one more time, and if so, I can join you with some advanced notice. What would it take (estimate and options) to add ADA equipment as we propose to change the existing equipment? Commissioner Hall asked what was being done about the grass areas at South Meadows Park that are turning brown . Don Reynolds reported the condition of the grass is being addressed by the City Manager and the Maintenance & Operations Supervisor . Commissioner Hall also asked if the issues of posting equipment signs at the park, installation of bike racks, changing the arch climber in the tot lot area for another piece of equipment, etc . , have been addressed since the City is now taking over the maintenance of South Meadows Park . Don Reynolds stated those issues had not been pursued yet but now is the time to do so . MOTION: Commissioner Hall moved and Commissioner Thompson seconded a motion to accept and file Item C as presented. Unanimously approved. 8 . DISCUSSION/ACTION ITEMS : A. Consider Arroyo Vista Community Park Tot Lot Improvements . Staff Recommendation: Recommend to Council the selection of equipment . Don Reynolds presented the staff report and introduced John McMaster , Representative for Pacific Designs and Iron Mountain Forge play equipment , to the Commission . John McMaster addressed the Commission regarding the two proposed designs for the Arroyo Vista Community Park, Phase I, tot lot area and pricing of the equipment Both designs were recommended for the age group of 5 to 12 . Commissioner Hall recommended one area be designed for ages 2 to 5 and the other area for ages 5 to 12 . The Commission concurred and made the following recommended changes to the Iron Mountain Forge proposal dated 6/1 /92 , Project No . KB21167 , for the age group of 2 to 5 : Change the arch climber to an inverted arch climber; Eliminate the sliding pole and add an inverted chain net climber; Minutes of the Parks and Recreation Commission 3 6/8/92 Change the double slide ( located by the sliding pole) off the 36 " deck to a tunnel slide; Eliminate the tire swing and add the double wide plastic slide; At the end of the area where the tire swing was shown (but eliminated) , add two Spring Toys , Model #SR05-MJ, Four Seat Teeter, and Model #SR101-DI, Buckie the Horse; Change the safety rail on the 28 " deck to a safety panel with steering wheel; • Eliminate the curly climber off the 36 " deck and block off the area with a steering wheel panel . MOTION: Commissioner Hall moved and Commissioner Volke seconded a motion to approve the tot lot area designated as KB21167 with modifications as outlined by the Commission and designate it as the tot lot for ages 2 to 5 . Unanimously approved. The Commission recommended the following changes to the Iron Mountain Forge proposal dated 6/1/92 , Project No. KB21168, for the age group of 5 to 12 : At the 28 " deck: Change the safety panel with steering wheel to a safety panel; Add a tire swing angled out from the pole where the safety panel with steering wheel was shown (but changed by the Commission to a safety panel) ; Move the stairs to the area designated for the Tic-Tac-Toe panel; Move the safety panel with steering wheel to the area designated for the stairs; At the 64 " deck, eliminate the double wide long plastic slide and replace with tunnel slide, Model #STS64; At the 36 " deck: Eliminate the elbow slide and install a safety panel to block off area; Minutes of the Parks and Recreation Commission 4 6/8/92 Remove the Tic-Tac-Toe panel and replace with the double wide plastic slide; Remove the double wide plastic slide and replace with a challenge ladder. John McMaster stated within one or two days after tonight ' s meeting, he should be able to answer whether the changes recommended by the Commission would be approved by the manufacturer, and he would advise staff of the manufacturer ' s response. MOTION: Commissioner Hall moved and Commissioner Thompson seconded a motion to approve the tot lot area designated as KB21168 with modifications as outlined by the Commission and designate it as the tot lot for ages 5 to 12 . Unanimously approved. The Commission then discussed whether a third area designated for the swing set should be included in the Phase I development . John McMaster stated swings must be independently standing from other play equipment according to the new playground safety guidelines . The Commission concurred to the Iron Mountain Forge swing set proposal dated 5/7/92 , Project No . KB20816 as presented. The Commission further agreed a third area designated for swings should be included in the Phase I development of Arroyo Vista Community Park. MOTION: Commissioner Hall moved and Commissioner Thompson seconded a motion to incorporate the swings (two belt swings and two tot swings) into the Phase I development of Arroyo Vista Community Park and allow the Architect to designate its placement where appropriate . Unanimously approved. John McMaster of Iron Mountain Forge shall revise the proposed plans as the Commission recommended and provide them to staff for the July meeting, together with pricing. Reynolds Jr. , Management Analyst DATE: June 6, 1992 SUBJECT: Consider Handicap Equestrian Learning Program, ("H.E.L.P.") On May 11, 1992, the Commission received a description from the owner of the HELP program that assisted the Commission in determining a recommendation to the Council for the recreational funding of this program. The following will summarize the outcome of the presentation, and discuss other options that may work towards assisting HELP during fiscal year 1992/93 . Background During the current fiscal year, $3 ,000 was disbursed to HELP from the recreation account. The HELP program does provide a unique recreational activity for handicap persons, and therefore the funding came from this resource. At the April 20, 1992 , Commission meeting, a discussion of funding the HELP program became an issue, and staff responded by stating that perhaps the City should receive direct input from HELP, before making any decisions. On May 11, 1992 , the owner of HELP represented his program to the Commission. Staff reported that of the recreational activities provided, only two Moorpark citizens participate. The owner presented the program stating that more then 100 Moorpark residents benefit from the program, because of the community service hours that are earned by Moorpark residents helping HELP. Discussion The end result of the presentation by HELP on May 11, 1992 , is that only two residents receive recreational benefits from the program. The program is worthy of support, but perhaps another source of funds could be used, or it was proposed that staff time be provided to HELP to assist the program acquire grant funds. Assisting HELP to acquire grants will only benefit HELP if: A) they want assistance in the form of grants; B) they have the administration to monitor and track the use of funds after a grant is received, and; C) if the City has available staff time to afford to HELP in procuring and maintaining records for grants. First, the City does not have the ability to assist HELP procure grants because staffing is anticipated to be stretched to a minimum during the summer and fall of this year. Secondly, HELP expressed on May 11, 1992, to the Commission that they do not want grant assistance and thirdly, HELP does not have an administration capable of tracking the use of funds that is required of almost every grant that would be available. Tracking the grant, reporting results and responding to audits takes roughly 10 times as much administrative effort as it does to procure the sponsorship. Even if the City could assist HELP to procure a grant, the administrative burden would be impossible without HELP adding staff to its current administration. Many agencies in the City that provide services to the community would like to utilize City staff to assist them in acquiring grants. The City Council is currently evaluating the option of helping the seniors by taking over the senior center. This will require that the City fund close to $17,000 in addition to the existing grant to meet this need. With the planned absence of the Recreation Supervisor in July and the proposed addition of the senior center to Community Service responsibilities, it is anticipated that staff time will be very short in supply. Therefore, the Commission's current recommendation places the City Council in an interesting situation- if the City funds HELP, what funds are to be used? The Commission is not responsible for making this determination, it is ultimately the Council's role. Staff presented HELP funding to the Council on June 3 , 1992, as a medium priority of the Commission. At this time, if the Commission wishes to modify this recommendation to the Council, then staff can change the recommendation per the direction of the Commission received at the June 6, 1992, meeting. This is why the recommendation is presented below, in case the Commission wishes to modify this aspect of the special events recommendation, Recommendation That the Commission consider the special event recommendation to the Council. P. program should come out of the special events budget . Commissioner Hall agreed the H. E. L. P. program was very valuable but believed it was outside the recreation sphere . He recommended it not be included in the recreation budget . Chairman Corzine recommended the H. E.L. P. program pursue obtaining grant funds . He recommended going back to City Council and let them decide on how they choose to assist Mr. Peters of the H. E.L . P. program. MOTION : Commissioner Stratton moved and Commissioner Thompson seconded a motion to send this item back to City Council with a recommendation that funding not be taken out of the Special Events budget for this program. Motion carried by a 4 to 1 vote with Commissioner Volke opposing. E. Consider City Activities for "July as Parks & Recreation" month. Staff Recommendation: Direct staff as deemed appropriate . Don Reynolds presented the staff report and stated he is recommending that fifty free T-shirts with the slogan "Parks and Recreation : Something of Value for Everyone" be given out to the first fifty students to the June dance .
