Reynolds Jr. , Administrative Services Manager — DATE: July 10, 1992 SUBJECT: Consider Arroyo Vista Community Park, ("AVCP") , Tot Lot Improvements The following report will present the revised design for a tot lot at AVCP. This design has been passed to the City's landscape architect, and comments from the City's contractor, T.I. Maloney and Associates, will be included. The design for the park is close to being completed. Staff is asking that the Commission provide final guidance to T.I. Maloney and Associates at the meeting of July 13 , 1992, so that this matter can be concluded. Staff and the Commission will most likely be able to view the final designs before acceptance by the City Council, and if needed, make additional revisions at that time. Iron Mountain Forge representative, John McMaster (of Pacific Design Concepts) will be in attendance at the July 13 , 1992, meeting to answer questions from the Commission. Discussion The revised plans are presented in Attachment "A" to this report. Staff's review of the plans in comparison to the plan presented on June 8 to the Commission indicates that Iron Mountain Forge has responded favorably to the Commission's request for changes. On June 25, 1992, staff sent the revised plans to T.I. Maloney and Associates. The primary concern expressed by the architect is that the swing apparatus will not fit well in the first area for the tot lot due to limitations of space created by the ball fields adjacent to the playground, and the parking lot on the south side of the playground. The second concern is that T.I. Maloney has authorization to design a second tot lot and only has one plan currently, (in a location near the community center, where a lot of room is available for a plan such as the one presented in this report) . T.I. Maloney and Associates also expressed the same concern as the Commission June 8; there is very little difference between the age groups proposed to use the two different play areas. T.I. Maloney and Associates have, therefore, recommended more severe changes to the tot lot labeled as "KB21347" which includes changing the PAUL W.LAWRASON JR. Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Printed On Recycled Paper proposed "Kid Builders" design with equipment for 2 to 5 year old users. Examples of this style are presented in Attachment "B" (pages 14 and 15 of the Iron Mountain Forge catalogue, Volume 15) and have been used by the City at Griffin Park and at Glenwood Park. Should the Commission wish to have swings included in Phase 1, T.I. Maloney has stated that swings could be accommodated for tots in the "KB21347" playground, if the smaller Iron Mountain Forge equipment is installed. It may also be possible to include the swings in the initial development away from the Phase 1 playground to where the Phase two playground is proposed to be. T.I. Maloney and Associates thought the attached plan would be ideal as presented for the Phase 2 development. They agree that the activities are plentiful and varied, and that ample space is available to accommodate the design. Staff is uncertain about the budget for the Phase 1 tot area, but as the design nears completion, it appears as though between $30,000 and $40,000 may be available. The three designs provided by Iron Mountain Forge are not illustrative of the discount of 25%, but considering that the installation is customarily 30% of the cost of the equipment, then it may be possible to build all three items during Phase one, separating the swings from the playground area until Phase 2 can be built. John McMaster does not necessarily agree with T.I. Maloney's opinion about the accommodation of small children in "KB21347. " Perhaps when discussing this matter, the Commission can receive a better understanding from John. Summary The City has received a good design from Iron Mountain Forge as presented in Attachment "A," and to satisfy the immediate needs of the architect, the Commission is requested to consider these designs in response to feedback from T.I. Maloney and Associates, and make a decision that will assist them to complete the first draft of the design. Recommendation That the Parks and Recreation consider the design and plans for both tot lots, and proceed as follows: 1) Determine what equipment will become part of the Phase 1 tot lot; 2) Determine what swings should be considered for installation during the development of Phase 1, and where these swings will be located; 3) Determine what equipment should be placed in the Phase 2 tot lot. MOTION: Commissioner Thompson moved and Commissioner Hall seconded a motion to receive and file Item 8 .B. with the stipulation that the previous dance subcommittee of Commissioners Hall and Thompson shall remain intact and will report back to the Commission in September with their dance recommendations . Unanimously approved. C. Consider Arrovo Vista Community Park Tot Lot Improvements . Staff Recommendation: Consider revised design and plans for both proposed tot lots. Don Reynolds, Administrative Services Manager, gave the staff report and requested the Commission to determine what equipment would become part of Phase I and Phase II of the tot lot and determine what swings should be considered for installation during the development of Phase I, and where these swings will be located. At 9 : 02 p.m. , the Commission recessed. At 9 : 14 p.m. , the Commission reconvened. Chairman Corzine stated the Commission is satisfied with the equipment configurations as designed by the Commission at their June meeting. The Commission agreed KB21346 , dated 6/22/92 , and KB21347 , dated 6/11/92 , shall be the equipment installed in the Phase I tot lot area located by the Community Center. The Phase II tot lot area shall be that area located behind the ball field and shall include the exact play structure that is presently located in the tot lot area in front of the Community Center, 799 Moorpark Avenue. MOTION: Commissioner Hall moved and Commissioner Stratton seconded a motion to advise City Council that it is the Commission' s intent to utilize the equipment approved by the Commission at its June meeting for the Phase I tot lot area next to the Community Center, including the swing set; and for Phase II next to the ball diamonds , the Commission requests that a duplication of the equipment in front of the Community Center Park at 799 Moorpark Avenue be included in the design. Unanimously approved. D. Reconsider Upgrading Play Equipment at Peach Hill Park . Staff Recommendation: Direct staff as deemed appropriate. Reynolds Jr. , Administrative Services Manager DATE: July 10, 1992 SUBJECT: Consider not Meeting in the Month of August The following report requests that the Commission consider not meeting in the month of August. Discussion Staffing for the Department of Community Services and Recreation will be undergoing many changes and adjustments during the next four weeks, and staff has concluded that it would be best to avoid preparing for a Parks and Recreation meeting in August if possible, and if the Commission agrees. The City is very close to hiring a new Director, and simultaneously, will be losing the Recreation Supervisor at the end of July to maternity leave. These adjustments are significant, and may preclude staff from providing the Commission with a meaningful and informed agenda for the regularly scheduled meeting of August 10 , 1992. The newly retained Recreation Coordinator will have to assume many of the responsibilities of the Recreation Supervisor during August and September. Although part-time help has been retained to assist staff, the proposed activities will make it very difficult for the Recreation Coordinator to participate in the development of the Parks and Recreation agenda as the Recreation Supervisor has been able to do in the past. Time off from the Commission meeting responsibilities would allow staff time to properly implement the programs scheduled for the summer, including an extensive Labor Day in the Park event. This year, the Labor Day in the Park event is proposed to be a combined event of three regular City activities. Although efficient, this makes planning for the event much more complex. The Recreation Coordinator has never been a part of Moorpark's Labor Day in the Park before, making the task more difficult to complete in a successful manner. Much of the planning and coordinating for the event will occupy the entire month of August. Based on the current status of the recruitment for a new Director of Community Services, staff is optimistic that the position will PAUL W.LAWRASON JR. Bypassing the August meeting will allow the existing staff to assist the new director to be acclimated, and assist this person to present a quality information package to the Commission in September. Because it is anticipated that the Director will be required to also fill some of the responsibilities typically handled by the absent Recreation Supervisor, this too will be a burden on this position's ability to present an agenda for the Commission in August. The City Manager has agreed to this concept, and the Council has agreed not to meet the first Wednesday of August. These factors reduce the likelihood of having an urgent need from the Council to be addressed by the Commission. In the event that an urgent matter is presented by the Council for Commission consideration, staff would attempt to organize a special meeting. The anticipated circumstances of staffing during August, in combination with the programs to be implemented, justify that the commission if possible, adjourn the July 13, 1992, meeting until September 14, 1992.
