PLEDGE OF ALLEGIANCE: 3 . ROLL CALL: Commissioners Hall, Stratton, Thompson, Volke and Chairman Corzine. 4 . PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: A. Introduction of new Director of Community Services, Christine Adams. 5 . REORDERING OF, AND ADDITIONS TO, THE AGENDA: 6 . PUBLIC COMMENTS: 7 . CONSENT CALENDAR: A. Approval of the Parks and Recreation Commission Minutes of July 13. 1992. Staff Recommendation: Approve as presented. B. Receive Staffs Status Report of City Parks. Staff Recommendation: Receive and file the report. C City's Tenth Anniversary Status Report. Staff Recommendation: Receive and file the report. D. Status of Basketball Court Resurfacing at North Meadows Park. Staff Recommendation: Recommend to City Council to approve the expenditure of CIP funds for the resurfacing of the basketball courts at Campus Canyon Park and Glenwood Park, based on the success of the resurfacing method used at North Meadows Park last year. 8 . DISCUSSION/ACTION ITEMS: A. Update on Arroyo Vista Community Park Design. Staff Recommendation: Informational only; receive and file the report. B. Consider Special Event Report of August 15 "Moorpark Invitational Softball Tournament. " Staff Recommendation: Open forum discussion; receive and file the report. C Consider Special Event Report of August 28 "Youth Dance." Staff Recommendation: Open forum discussion; receive and file the report. D. Consider Special Event Report of September 7 "Labor Day in the Park." Staff Recommendation: Open forum discussion; receive and file the report. E Consider Dance Committee Report for Expanding Dances to Include Older Teens. Staff Recommendation: Approve the Dance Subcommittee develop older teen dances, pending the confirmation of cooperation by the high school and the PTSA. F. Consider Allowing Park Restrooms to Remain Open After Dark When Requested by a Park Reservation. Staff Recommendation: That the Commission approve the inclusion, in the new park rules and regulations, of procedures and costs related to closing restrooms after dark when requested by a reserving group. 9 . Any member of the public may address the Commission during the Public Comments portion of the Agenda. SPEAKER CARDS MUST BE RECEIVED BY THE SECRETARY PRIOR TO THE CALL TO ORDER OF THE MEETING. Speakers will be heard in the order that their Speaker Cards are received. A limitation of 3 minutes shall be imposed upon each speaker. * Discussion/Action Items which are judged by the Director of Community Services to be of high priority. Copies of the reports or other written documentation relating to each item of business on the agenda are on file in the office of the Secretary and are available for public review. ACTION: MEMORANDUM - MEMORANDUM -1-41-c • BY TO: The Parks and Recreation Commission FROM: Christine Adams, Director of Community Services ' DATE: September 14, 1992 SUBJECT: Tenth Anniversary Celebration Update BACKGROUND At the July 13 , 1992 meeting, staff was requested to research methods for funding that other cities utilize in providing a 4th of July fireworks show. Via "City Link, ” an inter-city communications system, staff has sent out a request for this information, which will be received by cities throughout California. Already the input has been valuable. Most cities are not involved in the purchasing of fireworks . This is usually handled by the Chamber of Commerce or a local foundation. At this time, the City is not interested in producing a fireworks show, due to the financial limitations set by the State budget . Committee members Hall and Thompson sat down with the Chamber of Commerce Executive Director to explore what type of involvement the Chamber would provide for a ten year anniversary event . The Chamber has expressed an interest in assisting the City in the promotion of the celebration and possibly assist the City with some fund-raising through the business community. At this time, staff is going to approach the City Council to ascertain what type of event that they would like to see to commemorate the anniversary of Moorpark.
