A. Approval of the Parks and Recreation Commission Minutes
of October 12. 1992. Staff Recommendation: Approve as
presented.
B. Receive Staff's Status Report of City Parks. Staff
Recommendation: Receive and file the report.
C Receive Status Report of South Meadows Park Transfer of
Maintenance from Urban West Communities to the City.
Staff Recommendation: Receive and file the report.
D. Consider Ten Year Anniversary Committee Report. Staff
Recommendation: Receive and file the report.
E Receive Report on City Council Action to Establish a Senior
Citizens Advisory Committee. Staff Recommendation:
Receive and file the report.
F. Receive Report on Arroyo Vista Community Park
Gymnasium. Staff Recommendation: Receive and file the
report.
8 . DISCUSSION/ACTION ITEMS:
A. Consider Special Event Report of the October 23 Youth Dance.
Staff Recommendation: Open forum discussion; receive and
file the report.
B. Consider Special Event Report of the November 6 Teen
Dance. Staff Recommendation: Open forum discussion,
receive and file the report.
C Consider Special Event Report of the Halloween Trick or
Treat Village. Staff Recommendation: Open forum discussion,
receive and file the report.
D. Receive Report Regarding the City's Budget and
Appropriation of Gann Funds for North Meadows Park Play
Equipment. Staff Recommendation: That the Commission
appoint two members at the December commission meeting
who will meet with the Director of Community Services to
research play equipment for North Meadows Park and
report back with a recommendation.

The next regularly scheduled meeting is December 14, 1992.
Any member of the public may address the Commission
during the Public Comments portion of the Agenda. SPEAKER
CARDS MUST BE RECEIVED BY THE SECRETARY PRIOR TO THE
CALL TO ORDER OF THE MEETING. Speakers will be heard in the
order that their Speaker Cards are received. A limitation of 3
minutes shall be imposed upon each speaker.
* Discussion/Action Items which are judged by the
Director of Community Services to be of high
priority.
Copies of the reports or other written documentation relating to each
item of business on the agenda are on file in the office of the Secretary
and are available for public review. Any questions concerning any
agenda item may be directed to the Secretary at 529-6864.

SUBJECT: Tenth Anniversary Update
BACKGROUND
The Commission committee for the planning of the City' s Tenth
Anniversary, John Hall and Sandy Thompson, met with staff and
Councilman John Wozniak to discuss the list of ideas provided
by the City Council .
The committee took the list of 26 activities and parred it
down to 14 separate activities that will commemorate the
anniversary. These activities are:
ACTIVITIES PRIOR TO JULY 1, 1993
5 & 10 K Run *
Historical Displays / Walking Tours
City Hall Open House
Pancake Breakfast *
Summer Concerts *
Banners/Pins/Mugs, etc . with special anniversary logo+
Decorate Store Fronts in Business Areas, especially
downtown*

Arroyo Vista Community Park Dedication - Saturday

Acknowledgement of 1932 Olympic Bicycle Race
Hot Air Balloon Festival * - Saturday morning
Stagecoach / Buggy Rides* - Saturday afternoon
States Picnic / Tri-Tip Barbeque* - Sunday afternoon
+ It is intended to have anniversary items available to
sponsor or purchase. Any profit from the sale of these items
will be used to defray program expenses .
* These are activities that the committee felt should be
sponsored by other community groups or businesses, without
impacting city funds .
The Moorpark Athletic Community Complex has expressed an
interest in providing a fireworks display on Saturday, July 3
in conjunction with the other scheduled activities .
Staff will be working with the Committee and with other
groups and businesses on scheduling and other administrative
tasks related to the Tenth Anniversary Celebration.
RECOMMENDATION
That the Commission approve the proposed actvities for the
City of Moorpark ' s Tenth Anniversary, and recommend adoption
of these activities by the City Council .
