Gilbert, Director of Public Works DATE: March 27, 1996 (Council Meeting 4-3-96) SUBJECT: Consider Approval of an Increase to the Amount of the Construction Contingency for the Contract for the Construction of a Temporary Traffic Signal at the Intersection of Tierra Rejada Road and Moorpark Road `/10ORPARK. Background On February 7, 1996, the City Council awarded a contract to TDS Engineering, Inc. for the construction of the subject project. That action included the approval of a ten percent (10%) construction contingency. B. Additional Work Required Construction is underway. As a part of that construction effort it has become necessary for the contractor to perform certain work not specified on the plans and specifications. That additional work is generally described as follows: • replacement of a number of damaged and/or substandard existing pull boxes; • installation of bollards to protect the controller cabinet; • replacement of missing hand hole covers on certain of the City supplied poles. The amount of the Change Order required to perform this work (including credit amounts for certain other items) is $4,200.00. C. Fiscal Impact 1 . Total Project Cost Estimate: A revised estimate of the total project cost is as follows: Estimated Element Cost ($) • Design 4 ,040 • Printing, Advertising, etc. 500 • Traffic Signal Controller 5,778 • Construction 30, 195 • Construction Contingency (10%) 3 ,020 • Admin & Inspection 4 ,000 Total 47,533 3. Participation by the County of Ventura: The County of Ventura has agreed to fund one-third (' ) of the cost of the project. For this purpose, project costs is defined as total actual construction costs, including any change orders, plus twenty-five percent (25%) to cover all design and construction engineering costs. The estimated amount of the County's share of project cost is as follows: Estimated Element Cost ($) • Total construction costs 33 ,215 • Plus 25% 8, 304 Sub-Total 41,518 • County share (' ) 13,838 In addition, when and if the traffic signal is removed, the County has agreed to purchase the controller for an amount equal to ninety percent (90%) of the City's cost. 4. Budget Amendment: The FY 1995/96 Budget included the subject project [Acc. # 26-142-903-0413 : $70,000] . Said amount was to be funded by a loan from the Gas Tax fund to the Tierra Rejada Road/ Spring Road AOC. Said action was based on an assumption that the amount which would be received in the future from the County of Ventura for the traffic signal controller, would be approximately $35,000, leaving a net cost to the City of $35,000. Last February, as a part of the City Council's action to award a contract for the subject project, the City Council reduced the appropriation and budget for this project.
