These units are used as back-up for those used in day to day enforcement. Periodically, radar units must be sent to the dealer for calibration and repairs. Having back-up radars available ensures zero down time for radar traffic enforcement. We currently maintain two radar units specifically for back-up purposes. Every patrol unit assigned to the City of Moorpark (including the motorcycle) is equipped with radar. Problem Our experience has been that a marked increased level of service repair is required once a radar unit reaches the five to seven year period. It is recommended that radars be replaced after seven years of operation. We currently have seven radars in use, the oldest being a ten year old model. The remaining radars range from seven years of operation to the newest of three years. This increased "down" time not only is a cost issue but leads to a question of accuracy on the part of deputies. Option 1 Staff has reviewed several new radar units on the market today, and believe the KUSTOM EAGLE is best suited to our specialized needs for the motorcycle. Our intention is to replace one of the older units currently in use today in the patrol cars with the radar now in use on the motorcycle. This will allow for installation of the KUSTOM EAGLE, which is a smaller and more dependable (maintenance-wise) radar, on the motorcycle. The size of the KUSTOM EAGLE allows for easier installation and provides additional console space for the motorcycle officer. 00120 _ The motorcycle officer is responsible for the great majority of radar related traffic enforcement. As such, the KUSTOM EAGLE will allow for a dual antenna (multi-directional) in that there are many areas that a typical police unit can not provide traffic enforcement in a safe manner. We will also request an upgrade in the frequency band to allow for increased accuracy in determining target identification. The following is a breakdown of costs associated with option 1: Kustom Eagle-Plus Radar unit cost: $1795.00 Dual Antenna Option Kit /upgrade frequency 600.00 Trade-In Allowance -100.00 Sub-Total 2295.00 Sales Tax (C.) @ 7.25% 166.39 Shipping/Handling 15.00 Total Cost $2476.39 Option 2 A second and less expensive option would be to purchase the KUSTOM PRO-1000 radar. This unit is similar to the above but is larger in size. This unit would be recommended for use in a patrol unit due to the larger size. It is possible to install this unit on the motorcycle but to do so would have a minimal impact on maneuverability and available console space. A breakdown of costs is as follows: KUSTOM PRO-1000 Radar unit cost: $1680.00 Trade-In Allowance -100.00 Sub Total $1580.00 Sales Tax (Ca.) @ 7.25 % 114.55 Shipping/ Handling 15.00 Total Cost: $1709.55 Dual antenna/upgrade frequency (approx) $400.00 There will be a minimal installation cost for either radar unit. 00121 Recommendation 1.
