Should the City Council wish to pursue the installation of the subject temporary traffic signal utilizing a traffic actuated controller, one way in which to lower costs would be to acquire, at this time, the traffic signal controller to be used for the future County traffic signal installation. It is the City Traffic Engineer's preferred recommendation that the traffic signal be traffic - actuated. 3 • It may be passible to install a traffic - actuated controller at a reduced cost by recovering said cost from others. 4• If it is not possible to recover all or a significant portion of the cost of using a traffic - actuated controller, the total cost to the City for this project could exceed $60,000. It is the view of staff that this level of expenditure for this project is excessive and that the use of a traffic - actuated controller should only be approved if all or a significant portion of such costs can be reimbursed. 5. Warrants 1, 2, 5, 6, 7, S, 9, 10, and 11 are met. The warrant analysis sheets are attached to this memo. Traffic signals should not be based solely upon the warrants sinoe installation of a signal may have several negative impacts including Increasing certain types of accidents and increase off-peak vehicle delays. However, in this case the installation of a traffic signal Is clearly warranted. It is my understanding that Ventura County is in the process of designing a realignment of Moorpark Road south of Tierra Rejada Road and this htersection may be completely changed or moved to a now location. When the intersection is modified or moved a traffic signal will be needed. However, the signal components will probably be significantly different than components installed as a result of this warrant study. You provided me with a recent oost quotation for temporary traffic signal with a two phase fixed time controller. The quotation of approximately $113,000 appears to be a very reasonable price, even with the City providing part of the pole and mast arm hardware. I recommend that the City install a temporary traffic signal at Moorpark Road and Tierra Rejada Road intersection. That reoommendation is based on my understanding that the County work Is at least 2 years in the future. Currently 9 signal warrants are met at the intersection, and accidents appear to be increasing at the intersection (3 accicWts in 1983, a accidents in 1994, and 3 accidents in the first quarter of 1994). 2. l recommend that the City install a partially traffic acdvated interim traffic signal at this location. A fixed time brim signal would not perform in an acceptable manner even with a flash mode. Peak hour volumes on Tierra Rejada are nearly 2000 vehicles/hour while off-peak volumes during dayWit are less than 800 vehicles/hour and off -peak volumes during night times are less than 200 vehicies/hour. Peak hour through cycles would need to be 30 seconds or more while off -peak daylight cycles would only need to be 10 to 15 seconds and off -peak night time cycles could be as short as 5 to 10 seconds. A fixed time signal could be set for flashing mode to accommodate night time traffic volumes, but would not accommodate daylight off -peak volumes. The off -peak delays even in daylight hours would be as much as 10 seconds which would encourage motorists to violate the signal phasing and could result in increased traffic accidents. VWV M— AW The costs of a traffic actuated signal (additional $25,000 for controller and $7,500 for detection devises) would be In the range of $50,000 to $75,000, depending on find design and the City's contribution of existing hardware. However, the controller hardware could be reused on the County project if properly designed and agreed to in advance.
