Lindley, Assistant to the City Manage DATE: September 14, 1995 (September 20) SUBJECT: Consider Authorizing the Submission of the Joint Earthquake Hazard Mitigation Grant and Adopt Resolution 95 -_ Designating the City's Agent Background Following most federally declared disasters, the Federal Emergency Management Agency (FEMA) makes available Hazard Mitigation Grant Funds. The purpose of the grant funds is to mitigate potential loss of life and property damage that may result from future disasters. FEMA is soliciting applications for grant funding. Public and private non - profit organizations providing essential government services and located in Los Angeles, Orange, and Ventura counties are eligible to apply for the grant funds. The grant will fund up to 75 percent of an eligible project, and applicants are required to provide a 25 percent match. The Hazard Mitigation Grant process is highly competitive and the funds are limited. The deadline for the submittal of the grant is September 30, 1995. FEMA has indicated that it looks favorably on joint or regional applications. With that in mind, staff from several cities and the County of Ventura worked together to develop a joint grant application. The joint application focuses on upgrading local Emergency Operation Centers (EOC) and updating local General Plan Safety Elements since both of these projects have regional benefits. The City Council is being asked to approve Moorpark's participation in the joint application which involves a request for funds to connect the City's EOC (Citrus Room) to the existing generator ($12,200) and funds to update the City's General Plan Safety Element ($16,500). The total match required from the City would be $7,175. U00M' 6 Joint Hazard Mitigation Grant Page 2 In the 1995/96 Budget, the City Council approved $15,000 to design and construct a connection between the EOC and the generator. If the City is awarded grant funds for this project, its expenditure will be significantly reduced. If grant funds are not made available, staff would proceed with the work based on previous direction. The update to the City's General Plan Safety Element was not previously budgeted by the Council. The County is requesting grant funds to conduct countywide seismogenic maps and ground shaking maps and to identify countywide hazards associated with fuel facilities and HAZMAT sites. The information and maps that will be produced by the County will be made available to the cities and presents Moorpark with an excellent opportunity to update its Safety Element. If the City does not receive grant funding for this project, staff will not proceed with the work at this time. If the City is awarded grant funds, the Council will be asked to appropriate matching funds (approximately $4,125) for this project. FEMA requires applicants to submit a resolution designating the organization's agent authorized to execute the application. Staff recommends that the City Council approve the attached resolution designating the City Manager as the City's agent. Recommendation (Roll Call Vote) Staff recommends that the City Council: 1. Authorize the City's participation in the joint Earthquake Hazard Mitigation Grant application for the design and construction of a connection between the City's EOC and the Citrus Room; and 2. Adopt Resolution 95 -- designating the City Manager as the City's agent for purposes of the Hazard Mitigation Grant. ooOO ?
