Consider Authorizing the Submission of the
Earthquake Hazard Mitigation Grant Application
FEMA is soliciting applications for Earthquake Hazard Mitigation
Grant funding. Public and private non - profit organizations
providing essential government services and located in Los Angeles,
Orange, and Ventura counties are eligible to apply for the grant
funds. The grant will fund up to 75 percent of an eligible
project, and applicants are required to provide a 25 percent match.
The Hazard Mitigation Grant process is highly competitive and the
funds are limited. The deadline for the submittal of the grant is
September 30, 1995.
In addition to a joint application with the County and other
Ventura County cities, staff is requesting that the Council
consider a separate application for seismic upgrading of the City's
EOC (Citrus Room). The estimated cost of the project is $70,000,
and the City's match would be $17,500.
The Citrus Room was built as a non - essential facility. As an EOC,
the room is now an essential facility. Building codes for non-
essential and essential facilities differ. The shear walls and
other stabilizing structures are better reinforced in an essential
facility, joints and bracing components are stronger. In addition,
preliminary plans provide for the removal of the two columns in the
center of the room to be replaced by end columns.
Staff has a preliminary cost estimate which includes $10,000 for
design, $10,000 for contract administration, and $50,000 for
construction. Funds have not been allocated for this project. If
the Council wishes to pursue grant funds to upgrade the EOC and the
City is sucessful in obtaining the funds, staff would return to the
City Council for approval of a budget amendment. At that time, an
appropriate funding source(s) would be identified.
Recommendation
Staff recommends that the City Council approve the proposed project
and authorize staff to submit an application for Earthquake Hazard
Mitigation Grant funds.
