SUBJECT: CONSIDER COMMENTS ON COUNTY CONDITIONAL USE PERMIT (CUP)
NO. 4915 FOR GOLF TRAINING CENTER AND DRIVING RANGE IN
THE TIERRA REJADA GREENBELT AREA
Background
On August 31, 1995, the City received a Request for Project Review
from the County Planning Division for CUP -4915. The application
requests a driving range, pro -shop, practice green, tot lot
(playground), and parking lot, on an approximately 142 acre -site
located adjacent to and east of State Route 23 and south of Tierra
Rejada Road (see attached map).
The 100 -space parking lot for the facility is proposed to be
located adjacent to Tierra Rejada Road. Barrier nets required for
the driving range would be located for approximately 350 feet along
the project site westerly boundary at State Route 23, for 820 feet
along the entire southerly boundary, and for approximately 940 feet
along the easterly site boundary. A single -story office /retail
building is proposed for ball rental and golf supply purposes. The
applicant intends to use potable water purchased from Waterworks
District 1 and a septic system for sewage disposal. The hours of
operation are proposed to be from 8 a.m. to 10 p.m. for public use
and 7 a.m. to 11 p.m. for staff.
Discussion
The Tierra Rejada Greenbelt was established by the Cities of
Moorpark, Simi Valley, and Thousand Oaks, and the County of
Ventura, to retain open space uses for the properties in the Tierra
Rejada Valley and to preserve land for agricultural and other open
space purposes. The joint resolution, which established the Tierra
Rejada Greenbelt, defines a greenbelt as an area consisting of
prime agricultural or other open space land, as defined in the
Government Code, which is preserved in agricultural or other open
space uses.

It is staff's opinion that the intent of the Tierra Greenbelt
Agreement was that uses requiring urban services would not be
allowed, since there was specific agreement to a policy of non -
annexation. The proposed Golf Training Center /Driving Range is a
commercial- recreation use and would require urban services. We do
not agree with the applicant's proposal that sewage disposal would
be through use of a private, on -site septic system. We also cannot
support the use of potable water for a golf course related use.
The commercial nature of the proposed use will also require more
police services than what would typically be required for
agricultural and rural residential land uses. Parking lot and
driving range lighting would impact the open space, rural character
of the Tierra Rejada valley. Although the height of the barrier
fencing is not given, typically driving ranges require very high
fencing that would also visually impact the view of the Tierra
Rejada Valley from State Route 23 and Tierra Rejada Road.
Recommendation
Direct staff to prepare a letter to the County Planning Division
expressing the City's opposition to the proposed project and
requesting that the County require preparation of an environmental
impact report due to the potential for significant visual, land
use, water resources, and public services impacts.
