SUBJECT: Consider Request from Department of Rehabilitation to Co-
Sponsor a Job Fair at Arroyo Vista Recreation Center and
Waive the City's Facility Rental Fee
DISCUSSION
The City has received a written request from the Thousand Oaks office of the
Department of Rehabilitation (DOR) for the use of the Sycamore Room at the Arroyo
Vista Recreation Center to hold a public Job Fair in honor of the National Disability
Awareness Month. The DOR is a State agency that has the goal of promoting
employment, independence and equality in the state of California. The purpose of the
event is to sponsor a Job Fair, where local businesses can meet with individuals in the
community who are looking for employment. The DOR places special emphasis on
promoting the Job Fair through local organizations, businesses, schools and other
programs that provide services to individuals with disabilities.
The DOR would like to hold this event in Moorpark, as Moorpark is centrally located to
the Cities they would like to target during this workshop, particularly Moorpark, Simi
Valley, Thousand Oaks and Camarillo. The DOR is requesting that the City co-sponsor
the event and waive the rental fees for use of the Sycamore Room, including use of the
chairs and tables. Staff intends to develop a policy for the City Council's consideration
that will standardize rental fees, the type of equipment that may be loaned,
reimbursement costs for staff time, permit fees and direct cost reimbursement related to
the event, if any. This will be brought before the City Council for their consideration at a
future date.
The DOR workshop is free and open to all individuals, and staff believes that there is a
direct benefit to the residents of Moorpark. The Job Fair will be scheduled on October
22, 2015, from 9:00 a.m. to 1:00 p.m. In the future for similar requests. there will be
some direct costs to the City for the set-up and takedown of the event. The DOR
estimates that approximately 100 individuals will attend this workshop and staff

estimates that it will take approximately 1.5 hours total to set-up, takedown and clean
the facility. This will incur an additional cost of approximately $52.50 in staff time. Staff
is recommending that the City Council waive the facility rental fees, and require that the
DOR pay for the City's direct staff costs for event set-up and takedown. It should be
noted that waiving the rental fees for use of the facility, chairs and tables will result in a
loss of revenue totaling $265.00.
STAFF RECOMMENDATION
Approve the co-sponsorship of DOR's Job Fair on October 22, 2015, waive the facility
rental fees, and require that DOR pay City's direct staff costs for the job fair.

Dear Moorpark City Council:
The Thousand Oaks office of the California Department of Rehabilitation
would like to sponsor a Job Fair on Thursday, October 22, 2015 in honor of
National Disability Awareness Month.
We are a state agency, and do not have any funding to pay for facility
rental for our community outreach. We are asking for your assistance for
this-event:-
We would like to hold the Job Fair at the Arroyo Vista Recreation Center
Community Room on Thursday, October 22, 2015 between the hours of 9
AM-1 PM. We would need to come in about 8 AM to set up and would
clean up afterwards.
The purpose of the rental is to sponsor a Job Fair where local businesses
can meet with individuals in our community who are looking for
employment. We are especially planning to advertise the Job Fair to
organizations, schools, and other programs who provide services to
individuals with disabilities. Arroyo Vista Recreation Center is a prime
location, as it is easily accessible and individuals from local communities
would also be able to attend.
Job Fairs are an excellent way for individuals in our community to meet and
talk with employers from local businesses in one location, and learn about
employment opportunities. We held our first Job Fair last spring at the
Conejo Valley Adult School during their spring break, and it was very
successful. We had about 20-25 employers and community resources
there, and had over 100 people attend the Fair. It also benefits local
businesses by giving them the opportunity to meet with many job
candidates in a short amount of time, and gives them increased visability in

their community. At our last Job Fair, several candidates were offered the
opportunity to interview with different companies, and I personally know of
at least 2-3 job offers that resulted.
Thank you for considering our request for a fee waiver for the Arroyo Vista
Recreation Center so we can hold the Job Fair on October 22, 2015.
