DATE: December 20, 1993 (CC Mtg. 1/5/94) SUBJECT: Appropriation of $35,000 from General Fund Reserve for Medical and Emergency Operations Materials and supplies. The City Council reserved $35,000 in GANN Fund (51) for the purchase of emergency operations center (EOC) equipment and supplies. This reserve was continued when Fund 51 was merged with the General Fund (01). Staff is requesting an appropriation of these funds for the purchase of medical kits for trained EMT -I's and general supplies for when the need arises for temporary conversion of existing offices to an emergency operations center. Background The City has received approval of its emergency preparedness plan and has conducted training exercises for staff with the cooperation of the state and county disaster preparedness officials. Additionally, staff has visited the East Valley Sheriff's EOC facility and the Simi Valley EOC facility to ascertain the rudimentary equipment and materials necessary to bring the City's current facilities to a basic level of preparedness. Items such as phones, dedicated lines, control boards, pens, and incident command system materials must be purchased to accomplish this task. The City has also authorized the Emergency Medical Technician (EMT I) training of four staff members and most of the deputies assigned to Moorpark. The training was performed at cost by Pruner Ambulance service. Additional training for the remaining deputies and four more staff members is being scheduled soon. The medical kits required for those trained and for the four City facilities cost $100 each. During the year, replacement supplies will have to be purchased too. This would also come from this appropriation. It is intended that the items purchased would be portable and could be used in the event the emergency operations center had to be relocated due to damage to city facilities. At this time it is anticipated that the Citrus Room, Council Conference Room, Annex building, or East Valley Sheriffs Station would be used for an EOC. Recommendation Approve the appropriation of $35,000 from the General Fund to administrative services special departmental supplies (01.4.117.629) for the purchase of medical and emergency operation center materials and supplies. c:\wp6O\CC.reports\medica1
