Gilbert, Director of Public Works DATE: December 20, 1993 (Council Meeting 1 -5 -94) SUBJECT: Consider Request from Kavlico Corporation Parking on Los Angeles Avenue BACKGROUND 199_1 GG r_ o Allow 1. The Circulation Element of the Moorpark General Plan designates that portion of Los Angeles Avenue in front of Kavlico to have Class II Bike Lanes. 2. The Route 23 -118 freeway connector project included the construction of street improvements on Los Angeles Avenue in the vicinity of the freeway and the Kavlico property. At considerable additional expense to Caltrans, the striping plans for those improvements were revised to accommodate the future installation of those Bike Lanes. 3. Coincidentally with the installation of that striping by Caltrans, Kavlico revised the striping on a portion of Los Angeles Avenue to accommodate new entrances into their facility. That striping was coordinated and made compatible with the striping installed by Caltrans. All of this striping was design to accommodate future Bike Lanes. 4. On March 22, 1993, in anticipation of these improvements and the need to eventually install the Bike Lane called for by the Circulation Element, the City adopted Resolution No 93 -926 establishing a NO STOPPING ANYTIME zone on Los Angeles Avenue and Princeton Avenue from Spring Read to Campus Park Drive. 5. The City is in the process of designing a project for the widening of that portion of I,os Angeles Avenue, from a point east of Spring Road easterly to Condor Drive. That project will provide sufficient additional pavement width to, if not provide Bike Lanes, enhance bicycle safety. Upon completion of that project, it is the intent of staff to install the Bike Lane signs and markings on that portion of Los Angeles Avenue in front of Kavlico. 1. prkI Street Parking at Kavlico Page 2 DISCUSSION A. Request for On- Street Parking Attached is a request from Kavlico Corporation that they be allowed to resume use that portion of Los Angeles Avenue in front of their facility for employee parking. B. On -Site Parking Based on the size of the buildings zoning and development regulations 259 parking spaces. The number actually constructed by Kavlico existing on -site parking exceeds the City's Zoning Code. C. Rule 210 at this facility, the City's required Kavlico to provide of on -site parking spaces is in excess of 281. The subject request is not consistent with these and other attempts to encourage the use of ride sharing programs as a means to reduce air pollution. D. Additional On -Site Parking If it is the wish of the Kavlico Corporation to provide for additional parking needs, it is suggested that consideration be given to the construction of additional on -site parking areas. Such improvements could even take the form of temporary dirt or gravel parking areas on an interim basis. E. Bike Routes Except as noted below, it is the policy of the City to prohibit parking on all arterial and major collector streets, especially those which are or will be designated Bike Routes. On street parking is allowed where residential property fronts such street. The granting of the subject request is not consistent with this policy. 1 a.. prk 3 Street Parking at Kavlico Page 3 CONCLUSION Based on the above discussion, staff cannot recommend approval of the subject request. If the City Council wishes to provide short term relief to the applicant until an on -site solution can be developed, consideration could be given to the removal of existing NO STOPPING signs to allow on- street parking for a period of one year or until the adjacent Los Angeles Avenue [East] widening project is completed. RECOMMENDED ACTION Staff recommends that the City Council deny the subject request. Lawrason, Jr., Mayor City of Moorpark 799 Moorpark Avenue Moorpark, CA 93021 Dear Mayor Lawrason: We have been advised that the City of Moorpark plans to put "No Parking" signs on the west side of Los Angeles Avenue in front of our new facility. We now have approximately 1,100 employees and, although our facilities have substantial parking over the code requirements, we are concerned that with our future expansion we will soon run short of parking again. It is, therefore, important to us that we continue to be able to park on Los Angeles Avenue. As you know, we are currently parking there and we see no problems whatsoever with the traffic flow. We understand that it is necessary i:o have City Council approval and accordingly ask that this matter t)e put on the City Council's agenda for their- consideration.
